I found 4 Priceless Paraphernalia total in the boss room as circled in this screenshot. The objective is to have Borka Mad Dash in the direction towards the objects, breaking one at a time, but eventually all four for the achievement. This puts extra pressure on the healer to heal through all the damage Railmaster Rocketspark does channeling X21-01A Missile Barrage.

A small guide on how to complete this achievement:

Start the encounter just as usual, try to apply DPS on Railmaster Rocketspark whenever possible.
As soon as Borka the Brute is about to do his Mad Dash, aim him towards one of the four Priceless Paraphernalias (map of their location).
When all four chests has been destroyed, aim Borka the Brute towards Railmaster Rocketspark to stop his X21-01A Missile Barrage.
Continue the fight as usual.

A few things to take into account:

Don't stand in the VX18-B Target Eliminator marker.
Try to kill the two bosses at the same time to avoid Unmanaged Aggression.

Just solo'd as a 700 blood DK, here are my tips.
1. Dont try and get everything on the first Mad Dash phase. The stacking buff on the goblin will start to one shot you.
2. If you are smart with your DPS, it will take 4 Mad Dash phases to get the achievement. Every time he enters the phase, get a chest, and then the goblin. Sometimes you can get a chest and the goblin off one dash.
3. Dont rush yourself. Take your time, keep the heals up, and you should be fine

Solod as a 742 destruction warlock. Just keep on spamming incinerate on the big guy and kite him to the spots. Use portals to make it easier. Skill "Searing Flames" (1st tier) so you constantly heal yourself with Ember Tap. Shadow bulwark and healthstone (+ glyph) should keep you alive aswell. only dmg the goblin during stun (did the dash phase twice) and dont let the big guy enrage. kill him first then the goblin, but you need to kill both asap.

I could not find any of the Priceless Paraphernalia in the area. Nothing showed up on my mouse cursor either before the fight or during. Maybe this is bugged?

To earn this achievement you have to visit Grimrail Depot instance and find there Railmaster Rocketspark boss. There are four chests placed in corners of area, you have to stand next to a chest and wait until
Borka the Brute used Mad Dash and shattered the chest. Repeat for each chest and finish the fight.
Achievement is a part of Glory of the Draenor Hero.

Easy Solo in Battle for Azeroth Level 120 and beyond...

1. Heroic Difficulty. You have four chests to kill.

2. Start fight by walking into the big guy, do not attack anything.

3. Walk to the chest at 75.5, 52.8

4. Wait for the big guy to destroy the chest. You have 3 more to go.

5. Walk to the chest at 73.1, 33.5

6. Wait for the big guy to destroy the chest. You have 2 more to go.

7. Walk to the chest at 61.9, 54.1

8. Wait for the big guy to destroy the chest. You have 1 more to go.

9. Walk to the chest on the platform at 67.7, 64.0

10. Wait for the big guy to destroy the chest. The Railmaster will yell "Hey dummy! How would you like it if I broke ALL your things?"

11. Kill everything.

12. ?

13. Profit. Achievement Completed.

As some people might have noticed Blizzard managed to somehow break the entire boss fight. Rocketspark will become unattackable and bugs out after being hit with the first Dash.

However, it's still possible to do this with a bit of creativity:

1) You want to do this with a class that can reset the encounter in case you don't make it. Hunters are the obvious choice but Mages, Rogues or Night Elves (Shadowmeld) work too. You also want to have a really hard-hitting instant or <2sec cast singletarget(!) ability. A level 120 char sure helps but I made it with my 113 MM Hunter. Unequip all Trinkets or Azerite Pieces that do damage at random or leave a DoT. Same goes for talents. Or you might not be able to reset the fight.

2) Start the boss fight by damaging Rocketspark to around 50% HP. Less and it might bug out early without ever triggering the Barrage/Dash-phase. More and you might have a hard time unbugging the fight (see below). Don't touch the big guy!

3) Proceed with achievement as described by other commenters. Though, you have to destroy all 4 chests in one phase. IMPORTANT: Make sure to not accidently hit Rocketspark with Dash before you destroyed all chests! You can play the Barrage phase as long as you want. If necessary, just wait until Rocketspark finishes his Barrage cast, repositions and starts Barrage again.

4) Now comes the tricky part: as soon as you have destroyed all 4 chests kite the Dash to Rocketspark to knock him down. You have roughly between 1-2sec to kill Rocketspark after he gets knocked down or he will bug out on the crates. Good timing is essential. Unload everything you have (CDs, Trinkets, heavy hitters)! Rapid Fire worked for me. If successful, kill the big guy and you are done. If not, reset the encounter and repeat.

5) Gratz, you unbugged the fight ;)

Just completed this 5 mins ago. I can confirm that the achievement is not bugged.

Completed it easily by doing the following:

1.) Aggro the "big" boss
2.) Stand in front of the chest so the boss can charge right through, destroying it in the process
3.) Repeat for the 4 other chests
4.) Achievement!
