This item probably doesn't exist. It's a <random enchantment> item that costs honor points and eye of the storm marks of honor. That in and of itself doesn't make much sense (when have ever been able to buy "of the bear" or "of shadow wrath" stuff from a vendor?), although there have been epic <random enchantment> crafted items from engineering and blacksmithing. Those have all been BOE however which makes sense for a random enchantment item, this item is listed as BoP

Probably a drop off the random animal boss in Karazhan, which drops an epic piece of armor with a random enchantment(of the bandit, of the invoker, etc)

It's +26 int and crit, and +30 spell dmg and healing.
