I have tried tons of different rotations and different ways to be specced but i always end up last in damage on my 85 rogue.
When i heal on my 85 druid or tank on my 85 DK, almost all rogues in the randoms i do are last in damage too.

are all people that write "rouge" instead of "rogue" from France?

Not sure if serious. Perhaps rogues are very gear dependent. My LFR-hero rogue alt does respectable damage even though I get very little practice and am not good at all. Our raiding rogue in full BiS beats every other equally geared dps by far in raids.

I think he refers to low level dungeons

I'm going to assume you're being serious, rather than trolling. I looked you up on the armory, and this is what jumps out at me.
1) Stop using random rotations. Go to Noxxic and learn the right one. Rogues aren't hard, but do take a modicum more finesse than many other classes.
2) Your assassination spec looks like a mutilate build, which is fine for PVE, just make sure that's the one you're using in dungeons.
3) Do you have a PVE set somewhere? PVP gear seriously gimps dps. (For example, the gear equipped on your armory as of this posting has 3,678 stat points wasted to resilience.) You can fill in a gap here or there if the ilvl difference is huge, but you're not intended to use full pvp gear for pve.
4) Enchant your gear with the right enchants. The bonuses from enchanting all your gear adds up to as much stats as an extra 1 or 2 pieces of gear. Almost every slot has a cheap alternative to the best-in-slot enchant. Even that is better than nothing. You wouldn't run around with 2 empty gear slots, would you?
Like anything else, the game is GIGO (garbage in, garbage out). If you play the optimum rotation correctly, using appropriate gear that has been properly enchanted you'll do more dps than you will with suboptimal components.
Finally, although this has nothing to do with your actual dps, I'll give you a word on perspective. "Last" is a relative term. From a diagnostic standpoint, "last" doesn't really mean anything. I've been last in dps while hitting 25-30K and I've been first while doing as little as 10K. If you're really worried about improving performance, you shouldn't worry too much about your place in the pecking order of any given group, you should worry more about your personal performance versus your potential performance. I've seen rogues with roughly equal gear pulling anywhere from 2K(!) to 20K, while better-geared rogues I've seen topping 40K. Multiple time I've seen rogues in PUGs pulling sub-5K dps, but I've seen people of
every class
do that. Pulling terrible dps isn't a class issue, it's a skill issue. (Granted, that skill issue is exacerbated by poor gearing decisions, lack of enchants, etc., but at its core, it's a facerolling issue.)
In the runs I mentioned before, 30k was something to be proud of given my gear, while 10K was equally shameful for someone with the same gear. The fact that I happened to be in a group with people who, because of gear, skill, lag, experience, or for whatever other reason got better (or worse) numbers neither increases nor diminishes what
I
did on
my
toon. Either I played my toon well or I didn't. That's what you should strive for. Play your toon well and let the numbers fall where they may.
Sorry for the wall of text, hope it helps.

Being first on the meters means &*!@ all.
I was rarely first on damage for all of my progression guild raids (I was in 9 guilds; in chronological order, the first was semi-hardcore, next 5 were hardcore and the last three were casual/social: Insane Ru, Nerve, Insert Coin, United, Verdict, Paparazzi, Dimension, Ascendance & Challenge Accepted). The 6 hardcore guilds were ranked progressively better, from world 500 to world 34.
I was always in the middle on the meters.

every class can be top of the meters, it all depends on the fight, the player, the situation, and RNG.
And how horrible the rest of the team is.

no,because in france a rogue is called 'voleur' which translates to thief.
