I believe WoW flags the optimal settings for your system automatically, regardless, the optimal settings are the ones with which you can play without experiencing performance issues.
If all your settings are already at the bare minimum and you still can't play without lag, then your computer is probably just not good enough anymore.
You could try turning off all your addons and see if that makes any difference, and make sure you're not running any heavy programs in the back while playing WoW.
The information you listed isn't very helpful either, you'll want to post what components are in your computer, ie. the brand and type of your video card, memory, processor, etc.

Try not to run a browser (chrome, firefox, internet explorer to name a few) while you playing wow. It will lag your game if your pc is not high performance.
