This is correct. However I don't understand the point of this thread. Do you have a follow up question or something to add that would make this a thread worth posting in for others?

If you attack a target that is already being attacked by another player
the loot from the kill belongs to the player that started attacking first.
Right; so unless you were being 'stupid' and trying to get others to kill your mob for you, it's 'your' fault they tagged it before you did.

However. If you are attacking a target, and another player invites you to HIS party, and he has set up the loot as MASTER LOOT, it will follow the master looting rules. You can get your loot stolen from you if you accept party invites to an unknown party. Always make sure you check what the loot rules are when you enter a party.

But if you attack a target that is attacking a player that hasn't attacked the target of the target that you were attacking, do you still the loot?

Yes you can tag a mob attacking another player as long as it hasn't been damaged.
Also, some mobs that are the objectives of certain quests can be attacked by anyone and still get credit and loot even if it has been tagged by another player. Probably this has happened to the OP.

I think they changed it this expac so that it's not enough just to be the first one to hit it- you have to actually do some percentage of its total health in damage too. I think that they did this because there were a lot of people who would go out and tag a bunch of mobs that other players were about to engage, and leave the other player to fight them but not get credit or loot.
With quest bosses, they allow everyone who attacks to get credit, and I think a chance to loot them.
There really isn't a mechanic by which someone else can steal your loot (though they can steal your mobs). If a body is sparkling, then the loot is yours. If not, then its not. If the mobs aren't dropping loot when you tag them, it probably means you didn't do enough damage to them (which would be indicative of that tagging behavior they would be trying to curb). If they are attacking you, but you haven't hit them yet, then someone who peeled them off you would technically have attacked first and gotten the credit (though I agree that's annoying and discourteous). If they are the quest bosses, and they're sparkling, I think they're pretty much open to everyone who participated in the kill- it's not any one person's sole loot.

It's still buggy. I'm not sure what specifically the OP is referring to other than the old system of loot but questing in Pandera I've come across more than a few bugged quest mobs. The specific ones with the ! in their nameplate that hold quest items will sometimes bug out and become unlootable if there's multiple attackers not in a party. One person may be able to loot but others can't and will be left with a crick in their backs. It's a little annoying and I'd love to hear of a workaround other than waiting for respawn but most have quick enough spawn rates that you can grab a snack or drink and be back on track before too long.
