A link to your character would be helpful if you are level 90, but from the sound of it you aren't so just letting us know what level you are now would suffice most likely.

Your stat priority should be Strength > Haste > Crit=Mastery, after reaching the Hit and Expertise caps (both 7.5%).
For reforging, this means that you should reforge Crit and Mastery into Hit and Expertise if you aren't capped on those, and if you are, reforge them into Haste where possible.
When fighting mobs, you should be keeping Inquisition up at all times, use Templar's Verdict when you have the Holy Power, and use Exorcism/Judgement/Crusader Strike to build up Holy Power. Use Hammer of Wrath when targets are below 35% and it's off cooldown.
Don't be afraid to use your cooldowns to hasten up the pulls or safe yourself if you are in trouble.
I don't know if you have MoP or not, if you do I wouldn't worry about your DPS too much while leveling, as you'll be replacing gear quickly and your stat values will change on each new level.
If you are capped at 85 (no MoP) than just run dungeons and get reputation rewards to build up a set, your gear is all quest rewards so it's not too strange you aren't doing crazy DPS.

You need to get rid of the agility ring and cloak, same with the Intellect glove and Helm. You need strength, not agility or intellect. its really really easy to get gear. the chest, shoulder, waist and other ring are tanking gear, so you should replace those gears as well.
With that, you should see a huge increase of damage you deal. besides, there is no excuse not to have Strength plate gear, you should know the strength is pallies best stat since ret pallies are a melee class dps. All of our attacks are melee based. you dont need intellect to heal since we have a lot of defensive cooldowns and we get enough healing from Word of Glory with 2 or 3 stacks of Holy Power.
You need is strength plate gear with either Hit so you wont miss attacks as much, Expertise to you enemies wont dodge your attacks, Mastery, Haste = Crit.
So the secondary stat priority, from highest to lowest, are Hit to 10%(i think) and expertise to 10%, Mastery, Haste = Crit. though haste is slightly better then crit, but not by much.
you dont have to worry about maxing out Exp and Hit to you level capped. since your 85. you should have around 8% hit and 5% expertise.

Switch to tank or healling, Ret DPS may be low but Prot and Holy are very valuable to a raid.
Ret is the "PVP" spec for now.

huh?
Ret is a very viable spec, and dps is at least as valuable to the raid as a tank or a healer - more so, especially of the raid alreay has the tanks and healers needed.
