The staff I'd say. The fan is a lower item level than the other items, so has a lower stat budget.

The staff gives the stats you want as a shadow priest. main hand off hand gives a little more int, but the amount of haste it gives it more than enough to outweigh that.
Staff is better and is BiS for shadow.

Hit cap is a moot point when it comes to BiS items. If you looking for BiS, your hit will naturally come from the other items. Not your weapon.
Staff is BiS, and beats out MH/OH.

How can a dagger with 552 int be considered as nywhere near BiS compared to a sha touched weapon, where the gem alone adds 500 int, when you start your argument with not sacrificing 100 int for 85 secondary?

You did not provide "hard math" and you contradcited yourself.
You fist state that the shatouched 1-hand + lower ilvl offhand is BiS as opposed to the shatouched staff, because you loose 100 int to gain 85 secondary stats. I'm with you here, this makes sense.
Where you contradict yourself is when you purport that the dagger is BiS over the shatouched 1-hand on the same basis, because going with the dagger loses you 540 int (500 from the sha gem, and 40 from the weapon itself) to gain 534 spellpower and lose 40 secondary stat.
Yes the dagger has a gemslot, but a shatouched weapon will have that as well, meaning that at best you can compare the socket bonus, making the dagger a gain of 20 secondary stat.

Since each stat has its own weight based on running simulations, and each stat is normalized to be based off of Intellect (Int = 1), you can clearly see that the dagger is worth 63 points of Intellect more than the mace

characters current gear, priority and talent setup?
As a theorycrafter myself, I am very well aware of how stat weights work, and know very well that you cannot assign a numerical value to stats based on an index stat that will be true for all progressions of each stat.
You do not elaborate on multiple simulations, you just present your weightings (which, btw don't make a lot of sense when it comes to spi/hit, as spi works like hit, but also increases manaregen, so it has to be worth more). Those weigthings cannot have come from "multiple simulations" without being arbitrarily picked, as each simulation will have its own weighting. What I do believe from the rpesentation you have done is run a great amount of iterations in simcraft and accepted that at face value for weightings, if you had simply done a plot as well, you would not present absolute values for stats, because that would make it abundantly clear that the values fluctuate - you even mention it in your text in regards to haste (which, btw is wrong - haste doesn't change value near breakpoints, it just cashes in the latent value of all the haste you already had).
Also, keep in mind that simulations change drastically depending on what you have focused on to begin with.
Now with all that out of the way, lets examine your positings;
Using your own values,
Int = 1 (Int is the basic unit, everything else is effectively being compared to Int)
Spellpower = 0.8 (10 points of spellpower are equal in value to 8 points of Int)
Haste = 0.45
Crit = 0.43
Spirit/Hit = 0.43 (please note for humans spirit is worth more, but that is for another discussion)
Mastery = 0.41
The mace with the shatouched socket has an "int-value" of:
1137 int + 437 spi + 404 crit + 8519 sp = 8313.83
versus the dagger which has an "int-value" (again, without the gem, as the shatouched will get a gem as well) of:
594 int + 443 mast + 354 crit + 9094 sp = 8203.05 - adding in the socketbonus (to be fair) gives it another 25.8 int-value, for a total of 8228.85 int value.
This is of course before reforging, but with your values this close together, reforging won't tip the scale - so even with your own values, you are in error as to the values of each weapon.
You can claim that adding a purified gem adds another 148.8 (well actually it adds the 25.8 as well for a total of 174.6 over the base value) giving the dagger an int-value of 8377.65, but if you want to claim the gem, then you have to add a gem to the shatouched weapon as well; and since its aprismatic socket that will be added, a pure int gem is worth the most as none of the gemmable secondary stats are greater than 0.5 in your values, so when adding the 174.6 to the dagger, you need to add 160 to the mace, making it 8377.65 (dagger) versus 8473.83 (mace).
Still the mace is better.

While the last part is generally accepted, it is counterproductive to use the argument of "use what you get" to not theorycraft about which is better - some people will get both or all 3 after all, and they need to be accounted for as well. Also, theorycrafting like this comes from wanting a deeper understanding of the class/spec played, so while the ones doing the math may (or may not) have that deeper understanding, the actual discussion and showing of calculations and arriving at a concensus is valuable to those just seeking to educate themselves, instead of blindly trusting the internet.
So by all means, if you get one of the mentioned weapons, use it, if you get more, you can go by what was said above, or you can ru your own simulations to see which weapon is best for you, or just to get your own statweights.
