Guardian is really reactive right now. Macros might have worked before Pandaria, but too much depends on your rage, your heath, the situation, that providing you with any kind of macro would be doing you a disservice.

There is no 'rotation' per se, but more of a priority list.

And I agree with what Quick said about macros, there are no macros that will benefit you while tanking.
I've been playing with macros for years now, and on my druid the only macros I use are modifier macros.
ie
/use Dash
/use Stampeding Roar
or
/use Displacer Beast
/use Prowl
no macros specifically for tanking.

I'll give because I hadn't thought of these non-rotational ones before, but I DO use one or two macros on my Guardian druid.
Mostly for the purpose of space saving though (I loathe bar replacement mods like Bartender).
Using a non-stance bar for stance spells:
#showtooltip
/cast Bear Spell; Cat Spell; Caster Spell
This one is good for a free 10 rage before the pull, if you're dry. Instantly (1 GCD) puts you back in bear form. (The extra stuff is because I use this one for PvP shifting outta roots too.)
Powershift macro:
/cast !Bear Form
/cast !Aquatic Form
/cast !Cat Form
/cast !Travel Form
/cast !Moonkin Form
But these are literally the only macros I use on my bear.

Here's one I was going to post but wasn't on my home computer.
This is my all in 1 movement macro
Saves a lot of button space and keybinds.
Also I like to add, Powershift macros can be good in combat as well. If you know when to use them. For the very
dire
situations when you NEED that 10 rage or you're going to die.
It's happened me on several occasions when doing PvE progression. Switching in and out of bear form doesnt wipe your vengeance (though going to cat form does, dont forget), so keeping ~100k vengeance will keep giving your FR a ~50k heal for that 10 Rage you keep gaining every second. Ofcourse don't attempt things like that unless all our healers are dead and you've exhausted all of your CD's and you're going to die and the boss is sitting at 1% with a few dots left on him :)
