As a blood dk tank that tanks with a monk, I think you are doing something wrong. Our monk tank constantly rips off of me and our top dps war is no match for the monks threat. Your hit and exp seem fine although he is at 15% exp. I would check your rotation against

and make sure your ok there. I prepot strength to help with my threat, so try an agi pot on pull also. Hope this helps.

You are decently geared, have good Expertise/Hit, and nothing about the "opening rotation" you describe feels wrong. I see no valid reason for why DPS should pull off you. The only advice I can come up with is...
As Alonon says, prepot an agility potion. Also try buffing your agility a bit more through flasks or food.
Try opening with Jab -> Expel Harm -> Blackout Kick -> Taunt -> Keg Smash. You basically give whoever can do a huge initial burst a chance to out-threat you, and immediately counter it with a taunt, and glue the boss to yourself with Keg Smash. It is risky though, I am not sure what your reaction time is like.
Stop using Dizzying Haze. It is a low threat ability that gives the DPS an impression that it is OK to blast off earlier than you actually establish threat on the boss. Just try to pull with Keg Smash.
Your off hand weapon might already be way too weak, especially if your DPS people have 2/2 Sha touched weapons. Make it a high priority to upgrade it.
Level your skinning to 600. Seriously, Skinning takes so little effort to level up and it is basically free stats
But seriously, I still think you should not have any sort of trouble. Monk threat is great.

Is there ever any point in using it single target? Say I have a 25 second Shuffle running, and no real need to purify staggered damage at the moment. Is it not more damage to Breath of Fire as opposed to another Blackout Kick?

Not really no; unless you are up against a boss that you can daze and you don't have anything else to interrupt his attack with. Otherwise, go for other attacks.

All the raid bosses are immune to the DoT of Breath of Fire, so it does not do more damage than Blackout Kick. It is worth it to use Breath of Fire on single target when soloing quest elites or rare elites and such.

Ah, good to know. I haven't done any raid tanking on my monk yet, so I had no experience with that happening.

Not sure where you got this from but raid bosses are not immune to the BoF dot. If your seeing immune it is most likely from the glyph that causes the Disorient.

DOT ticks
are recorded exclusively on adds... waaaait a minute!
Seriously. I have tanked a very high amount of bosses on my Monk and I
know
what I have seen. It took me like five minutes to find supporting proof for my statements. You are wrong. Bosses do not take the DoT of Breath of Fire.
