Tanking Raids right off the bat?

When you say "raids", do you mean LFR? Because that is the only type of raiding with an actual item level requirement. It would be nice if you specified this,
because LFR is not the default thing that people think of when you say "raiding"
.
If you mean LFR, sure, jump into it as soon as you can. Queue as whatever you wish, even very low geared tanks can be carried easily nowadays. If it doesn't go well, leave, and queue again as DPS. You will still get gear that will benefit you as a Brewmaster.
For serious raiding, I would perhaps suggest working on your items at least a little bit, before jumping in. Try to run like two or three days of heroics, put gems and cheap enchants on your gear, and such. The gear requirement is not particularly huge, but you should not just stride in without any preparation, it would be irresponsible towards your other raid members.
Reading/watching a good guide should usually serve as a really good preparation for a boss fight.

Well, I dont tank raids. But I heal a ton of new tanks in lfr. and alot of stuff comes into play here. if your off spec is ww then it really wouldnt hurt to run as a dps first and see the encounters. since i think all the gear u get would be the same except trinkets, but if you dont want to do that you dont have to. It also depends on how thoroughly u plan on gearing first. I wouldnt rush in and have a bad experience. When i play healing and tanking roles i often find the minimum gear requirements are too low for some encounters. Also it depends on when u get to 90. if its before the new patch u will have healers that are well geared and may be able to keep u up better and the dps to down stuff quicker. I had afew tanks que in some green questing gear close to the beginning of the expansion which did not work out, usually ending with them getting kicked which is no fun. also early in the reset week you usually get better groups, but i also havent been having as much trouble with that lately.
So i guess I would have to say have a minimum of all blue gear ilvl450+ and as much 463 gear that will drop. and possibly afew purple 475+ items. (boots from sha and some of the new scenario gear and a valor item or 2) lvl up your profession bonuses. And throw some cheap gems and enchants on the gear, it makes a huge difference. and of course reforge and get your avoidance. I ran a ton of dungeons while leveling 87-90, and that will get you 450 gear and justice points to help fill gaps. its pretty easy to quickly surpass the ilvl req to get into raids.
As always playing your role/class properly. and reading about the encounters makes the biggest difference.
