Honestly I just ignore it.
I had the same thing happening when I was playing on a Trial, and for every whisper I got I told them what kind of account I had...sadly though, some people still kept trying to invite me, while I just laughed at them. For others I also enjoy pointing out their spelling mistakes and other errors just for fun.

I simply report their whispers as spam and turn on the block guild invites option which can be found at
Interface -> Controls -> Block Guild Invites
.
I believe that the addon BadBoy should filter out these kind of whispers as well if you install the BadBoy_Guilded plugin.

I just ignore it, and obviously turned off the allow guild invite option.
Another thing you could do is whisper them back and ask to be added to their black list if they use a guild invite addon, or to be put on ignore, both of which should remove them from your pool of spammers. Then there's always /ignore which should also stop their messages.
Personally I never found it too hard to ignore the whispers, they mostly are all alike so I can glance down at the *ding* and can quickly dismiss it.

I made my own guild :)
You only need 4 sigs now, so I got a few buddies to log/roll an alt and sign, then got them to inv all my alts before they /gquit/deleted the alt. The whole process took no more than 5 minutes.
Yeah, this requires you to either know people who'd be willing to help you for 5 minutes, or find people who are willing/can be paid, but if the spamming is bothering you that much I'd say it's probably worth the effort.
The guild perks are nice too (the ones you can get...), though it obviously takes a while to level the guild. I've levelled a monk from 1-80 (though I didn't make the guild until he was in his 40's iirc) and two toons from 85-89/90 and that's gotten me to about level 6, so it's not as horrendously slow as I was expecting. But if you're not in a guild currently it's not like you'll be losing all those perks and having to rebuild them.

Just curious, how much have you earned by signing charters. I always see people offering hundreds of gold for signatures.
But yeah, if you hate it so much, just start your own guild. Even a 1-tab guildbank is awesome if you have a lot of alts.

If you were talking to me, I don't sign charters as I'm usually in a guild and so don't get hassled for sigs. I may have signed a couple way back when, but I don't remember being offered gold for them. I never have the public chat channels on either so I don't see the offers in there.
Even a 1-tab guildbank is awesome if you have a lot of alts
I need three bank tabs so far. I have a lot of stuff >.>

Actually, I just sign up for random guilds. Wait for the first lvl 25 spam insta-invite, turn off Guild chat, no problems. If someone from the guild starts whispering me or asking me to do something, I'll tell them I'm just in the guild for the perks, and normally they don't care. It's literally no sweat off their bones because if I quest and help put money in the bank, I'm just adding to a number of free repairs for everyone. That, and the perks really do help if you're farming mats or reps or moops or dubs or quads or lips or tiggies or whatever the kids are after, these days.

Depending on the purpose of the toon, the server on which I find myself, and the resources at my disposal I do one of two things. I either create a guild myself or I go into the chat settings and turn off whispers (I usually also turn off channels 1-4, yell and say) and go into options and block guild invites. Ah, beautiful sweet silence.
And on the subject of signing charters, I recently created a fresh Bnet account so I could start a set of toons completely from scratch and was shocked to see someone offering 100g per charter signature. Signing his charter gave me the funds to create my own guild and buy my first vault tab.

there's interface options to block all guild invites
use /DND
make ur own personal guild with ur own guild bank.
everyone has their own personal guild.
mine has 4 tabs full of junk.
ask random level 2-15s to sign the charter. pay each of them 15 gold as a incentive, and walah.
u dont have to be guild leader. ur level 1 bank alt can. give officer to someone you know or to a stranger, have it invite ur alt. once everythingi s all settled, kick t hem all and tell them thanks.
