Not being able to transmog invisible armor is understandable. But I do not quite understand on other restrictions (must have stats, cannot be fish/mug, cannot be legendary, etc.).

Its to keep things from getting too silly. The non-Legendary requirement is debatable, but the rest of the stuff is to keep people from looking positively ridiculous.
The game is humorous at times but hitting a boss with a giant fish or some dinky sword kind of goes against the spirit of the game.

Bud, so many of the provide ingame models already look ridiculous. I agree with the OP, let people transmog at will, what difference does it make. The only restriction I understand are if any of the transmogs would cause a coding/ game functionality problem.

It's because it's totally fine for a level 1 character to run around looking like they're wearing a helm, shoulders, armor, and leggings from Molten Core, but
god forbid
that they have gloves and boots to match. That would just look
ridiculous
.
Also, it's totally fine to transmog your one-handed swords/axes/maces to look like the Shovel of Mercy and go beat down a current-tier raid boss with your shovels, but you can't do the same with an Herbalist's Spade, because that would just look
ridiculous
.

Ok, some equipment cannot be transmogged for being ridiculous (fish/mug). But why can't we use equipments that do not have stats for transmog?

I agree, it is a silly restriction, if it is in game, can be worn it should be transmogable period!
