I use a macro for three of my characters that is supposed to; 1) target me 2) cast a heal spell and 3) return to the previous target (as in the key binding, shift-tab). Step 3 is not working. Can some one tell me how to get this done ?

Are you using /targetlasttarget?

D'oh! I was literally using Target Previous Enemy which based on the key binding I thought would be it. Obviously there is a list of commands somewhere that I need to bookmark for future reference.

Wouldn't it be easier to just use which casts the heal on yourself without changing targets?

Didn't take note of the target :D yes, but it's , not 'self'.
You can combine that with a modifier, e.g.
/cast to re-use an existing button for that spell - though that's actually the default behavior for beneficial spells, which can be deactivated, however, if you don't want it for every spell.

If you're using a macro like that for multiboxing and want to cast it on a particular party member when not actively controlling your healer you could do it like so:
/cast Heal; Heal; Heal; Heal; Heal
if nothing is pressed the character would cast on itself, the modifiers would allow for casting on each of 4 party members without changing targets.
