You mention that MM has the lowest CC utility - do you mean ability to actually put out CC? If so, MM actually has the strongest hard CC of all specs as you get every CC that other specs have (scatter, traps, binding/wyvern/intim, pet CCs),
plus silencing shot, which is instant and off GCD, imo making it one of the stronger CCs that hunters have access to due to its reliability (can't be grounded, eaten, tremored etc.).
Silencing shot replaces countershot that you get as as either of the other specs, and while there's no argument that silencing shot is better, it isn't a singular reason to go for MM. SV has better overall control and as BM you can deal a lot more pressure in a short time period, making your "standard" CCs much more effective when used appropriately.
Also, PvP utility (which, to me, means being able to help your team through personal abilities) is identical for MM and BM. Master's call, ice trap, roar of sacrifice, talents such as binding shot and narrow escape (etc.) are all baked into the class. The only which provides more utility (that I can think of) is SV, with the root applied to ice and snake traps. Everything else is either talented, glyphed, or part of the core class and is spec independent.
Since a large portion of your BM damage is channeled through your pet, it allows you to maintain pressure while performing CCs or evading another attacker. With SV you are basically a DoT spec so its the same deal, except your traps work better and have shorter CDs. As MM, if your opponents include a healer and they are positioning themselves wisely, the healer will be LoSing you and only coming out to heal.
MM is the only spec whose damage effectively drops to zero because of LoS. Both SV and BM get around this by allowing you to attack your primary target (the healer) while CCing the enemy DPS. This fact is why I tend to beat MM hunters as BM when it's a "mirror match" in 2s, even though they can do more damage than me I can evade them and still do 70-80% of my damage.
Overall, I've found that MM has higher damage than BM by quite a margin (30-60% more damage depending on the circumstances) over the course of a 'normal' arena game, but this is in 3s.
I doubt that it's 60% more damage than either of the other two specs. Most specs in the game are within 10-20% of each other in terms of peak sustained damage; the margin may be even smaller over longer periods of combat...but if you can end a match within your burst window, you will find that both BM and MM have substantially higher damage than SV.
Lastly, please do yourself a favour and take
Glyph of Solace as the one 'core glyph' unless you are very sure that the CCd target will never have any DoTs on them the whole game. Explosive trap is nice if you can learn the arm time and the explosion radius. My three go-to glyphs are
Solace,
Explosive Trap and
Animal Bond.
As BM you really want the Mend Pet glyph, which dispels stuff from your pet. As either of the other two specs you may find that the spec-specific glyphs are a better choice than animal bond. The 10% extra healing isn't a staggering amount, and is probably less useful than being able to kill stuff faster.
