With the 4 piece bonus of +3 seconds to Icebound Fortitude plus the 6 second bonus from talents, that is 21 seconds of 50% damage reduction right off the top every minute.

The additional 3 seconds reduces downtime from 42 seconds to 39 seconds each minute. That's approximately an additional 7% of time that Icebound Fortitude is up, which is a marginal gain of about 3.5% damage reduced per minute from the set bonus alone.

Blizzard has stated that DK tanking is "mostly" based on parry but that and the stats on this armour set is not an argument for DW

Did you not see the Frost talent that increases hit chance with 1-Handers and damage done by off-hand weapons? DK Frost tanks are supposed to DW; parry chance has nothing to do with it.

This set doesn't include boots. As Hunterkip mentioned above:

Tempered Titansteel Treads (from Blacksmithing) or Kyzoc's Ground Stompers (40 Emblems of Valor) appear to be fine tanking boots.

While you're still saving up for these, your best bet is probably the Sabatons of Draconic Vigor, available from Wyrmrest Accord at Revered. They're not as sturdy as Kip's suggestions, but much cheaper; they'll get you started in raiding so you can accumulate the necessary Emblems. Once you can afford the Ground Stompers, get them; they're hands-down superior to the Draconic boots.
(This assumes you've done plenty of Heroics, and have already bought the Chained Military Gorget and the Waistguard of Living Iron, or something comparable. These upgrades are probably more important if you already have the Wyrmrest boots.)

Death-Inured Sabatons (Ebon Blade - Exalted) have pretty good Armor, Strength, and Stamina, but won't help your Defense Rating any. They're meant to be DK DPS boots, and they're very good in that regard. I'd probably look for blue Heroic drops before resorting to these as tanking boots.

umm...pretty sure you won't be getting the emblem of valor boots if you're only just starting to get this tanking set. chances are you aret running enough 25mans to get 40 emblems of valor for the boots or 60 emblems foer the bracers. so, go farm heroic old kingdom and get the bracers there...or get the minion bracers from 10man naxx. also with boots...the tempered titansteel treads are not that great. get the plague impervious boots from noth the plaguebringer in 10man naxx as well...both those bracers and boots are much easier to get than the said "emblem of valor" items.

Why is Parry Haste and issue for DK's?
DK Tank with two 1.9 Speed Weapons.
Every 1.9 Seconds they will attack. (Auto attack only, duh)
Warrior Tank with one 1.9 Speed weapon and shield.
Every 1.9 seconds he/she will auto attack.
Same number of attacks. Just every second attack by the DK is an offhand, and will deal less damage.

There is no reason why parry haste should be an issue only for DK's.

This is all incorrect, if you dual wield TWO 1.9 speed weapons you get TWO attacks every 1.9 seconds. if you sword and board you get one.

I will set up an equation where (DW) is the number of attacks made dual wielding, and (SB) is the number of attacks made with sword and shield.

(DW) = 2(SB)

So parry hasting is not "only" an issue for DWing, but can become quite easily a much larger issue, depending on scaling... a 2x larger issue.

Warboots of Obliteration or Boots of the Resilient work the best for transmog, it's slightly off in color, but it's closest to the theme.
