This scroll allows you to raise cooking to a maximum of 700 skill points.
It can be looted from humanoids in Draenor, even without cooking skill.
Using this scroll will teach you two recipes :

Grilled Saberfish
Saberfish Broth

These recipes both require 5 Crescent Saberfish Flesh. Cooking these two recipes gives you a chance to learn other new draenor recipes.

~~For Horde, The Bounty of Bladespire rewards the items to start all the primary crafting professions.~~ Looks like Blizzard removed that quest, thus changing how you acquire these items. I received them before I had finished the Bladespire Fortress quest line with my most recent character. The quests are two or 3 steps long and the final reward is an item you click to enable Draenor crafting as well as the level 1 blueprint for the related garrison building.

Fishing Guide to Draenor and First Aid in Draenor both are found while fishing (as well as world drops) and Brittle Cartography Journal is found while digging. The remaining profession items -- The Joy of Draenor Cooking, A Compendium of the Herbs of Draenor, A Treatise on Mining in Draenor and A Guide to Skinning in Draenor are random drops from out in the world. They do not have an associated quest, you just right click to learn the skill to the new Draenor max of 700.

NOTE: you can gather before you find these items, but if your skill is already level 600 you won't get any skill ups until you use the appropriate item.

I was tracking the achievement and was shocked that I got it when I went over 200 recipes with these non-cooking recipes. I suppose a recipe is a recipe is a recipe.

You don't learn the recipes automatically. The recipes show up in your backpack. I was confused at first because I thought I would learn them like I did my professions in Pandaria.

I obtained this recipe with cooking at 430, and literally skipped all the way to 700 training.

Is anyone else having a problem with this not dropping?
I capped my cooking at 600 before the WoD release, and for all my characters it dropped quickly once the Garrison was up. However one of my characters is at 93 now, cleared Shadowmoon and half way through Gorgrond and the recipie still hasn't dropped for him.

I have quested, killed animals and humans for hours on end, fished for hours, nothing, nada.

Is there any other way to get it?

Alliance: If you're having trouble getting this to drop, go grab the quests from Embarri Village that asks you to kill the voidmancers and close the portals. It dropped for me within 2 or 3 kills, on every single one of my characters. The voidmancers do not spawn without the quest, so be sure to pick it up first. The quest is called Dark Enemies.

Draenor Cooking

There is no food with buffs in strenght, intell, agility and so on, but in the secondary stats.

Raid Food:

Highest buff: Savage Feast
feeds 30 players with 100 buff food, stamina 150;
Obtainable from the Barn from doing the work orders or from the auction house.

Lower buff raid food:

feast of the blood:
feeds 30 players with 75 buff food, stamina 112
raw elekk meat x 10, raw boar meat x 10, raw talbuk meat x 10, raw riverbeast meat x 10, rylak egg x 10, raw clefthoof meat x 10;
this gives at least 4 servings.

feast of the waters:
feeds 30 players with 75 buff food, stamina 112
sea scorpion segment x 10, abyssal gulper eel flesh x 10, blind lake sturgeon flesh x 10, fat sleeper flesh x 10, fire ammonite tentacle x 10, jawless skulker flesh x 10;
this gives at least 4 servings.

1 Player food, highest buff, new recipes, can be bought from the cook in your garrison, just outside the gates.
187 stamina food: whiptail fillet: 12 blackwater whiptail flesh + 6 crescent saberfish flesh (gives 1)
125 mastery food: sleeper sushi: 12 fat sleeper flesh + crescent saberfish flesh (gives 1)
125 versatility food: jumbo sea dog: 12 jawless skulker flesh + crescent saberfish flesh (gives 1)
125 haste food: buttered sturgeon: 12 blind lake sturgeon flesh + crescent saberfish flesh (gives 1)
125 multistrike food: salty squid roll: 12 fire ammonite tentacle + crescent saberfish flesh (gives 1)

Next highest 1 player food: always made from a seafood and a meat dish from the lower stat food. How many servings you get from cooking depends on your cooking skill. You always get at least 4 servings.

Ridiculous. Level 100 now, questing, a few dungeons, killing anything and everything that moves, and STILL no drop on this. Who's a guy gotta kill to get this !@#$ing item? I'm having to get friends in game to cook for me-- or will have to resort to AH for something so trivial yet meaningful to the game. Should I have done / not done something to have obtained this? I returned to the game after many years of being away, but c'mon, this is absolutely ridiculous at this point. At this point, could it be a bug?

To those who are stuck at getting this item, I suggest loot from Lok'goron Hashslinger (Tanaan Jungle, 40.06, 45.83), he drops recipe of Fel Eggs and Ham, that can be cooked at skill level 1 and gives 3 skillups to 700. The recipe takes 2x Fel Egg from Tanaan Axebeaks and 1x Fel Ham from Tanaan boars.

I keep seeing people complain about never getting it to drop, and I'm sitting here looting one every other Corpse. I honestly wish there were a way to stop it from spawning without learning the recipe from this and First Aid in Draenor.

For some reason, i looted this off a Tanaan Jungle mob even though I had already learned it in early WoD and currently have the legion cooking skill. Anyone know what is happening here?

For anyone who completely skipped WOD and are in desperate need of this scroll: Go directly to Raider's Hideout in Frostfire Ridge and kill Groog, (41.68, 58.87) very close to Horde garrison. Instant drop for me/first kill. Friend told me about it, but I am uncertain what the drop rate is for it though.

What blows about this is that you have to sit through the eternal cast time before the game tells you "this spell is already known." A heads-up when you start casting would be nice, and a flag on the item description would be nicer still.

Ok Blizzard either needs to stop this from dropping or give it a damn sell price so i do not have to type DELETE every time I get one. This is so freaking annoying.

You will never get credit for picking this up. You can pick it up use it, and you will get 20,000 more of them. Only, they are unique, so you have to delete them manually over & over & over & over & over & over & over & over & repeat.

Easy way to get this if you're a boosted lvl 100 toon:
Use the Garrison hearthstone you have in your backpack.
Fly over the lava on the North-side of your Garrison.
Start killing Ogres.
Have patience, the scroll will drop eventually. It may take 5 kills, or a 100.

Something interesting to note: If you are playing a toon that has not learned Cooking, yet, you can still loot this. When you use it, it gives you the cooking skill level of 1 with a cap of 700.

I came looking for this particular information then decided to risk using the scroll when no one had commented on it.

I got this scroll from the first 3 humanoid mobs at Upper Blackrock Spire (Heroic) after I have learned and leveled Cooking skills up to Draenor. Worth mentioning that scroll didn't drop before I had Cooking.

HOW TO GET ALL RECIPES!

After you selected Cooking from your trainer. Loot the The Joy of Draenor Cooking. This will give you 2 recipes Grilled Saberfish & Saberfish Broth. Once you start making these 2 recipes, you'll see different recipes in your bag with your completed dish.

I made 10 of Grilled Saberfish and got 5 new recipes in my bag.
I made 10 of Saberfish Broth and got 5 more recipes in my bag. No duplicates.

I then made 10 of each of the 5 new meat recipes and I was able to get ALL recipes on the list that are discovered this way.

I got the Recipe: Fel Eggs and Ham from Lok'goron Hashslinger drop in Tanaan Jungle /way 40.06, 45.83

I got the last 6 from Arsenio Zerep outside my Garrison.
