Can be caught from open water, spent several minutes catching them at Deeproot today.

Only caught one of these in about 20 casts fishing in open water off the coast of Gorgrond. I moved to a small inland pond and immediately fished up two in a row.

Caught about 10 in 5 minutes from open water near Deeproot.
You can loot Jawless Skulker bait within a few casts which greatly improves the chances of fishing up Jawless Skulker for 5 minutes upon use.

Make this macro for Gorgrond and this will let you spam one button to combine all the fish in the zone into meat at once. It saves a ton of time and hassle.

41,51 in the Brinstone Springs is the perfect place to catch this fishes. Didn't aggro any of the mobs around with my tauren!

I recommend standing on the lily pad at 43.3, 81.1. It shouldn't take long for you to get Jawless Skulker Bait which helps out a lot, and there's also a Jawless Skulker pool which consistently spawns right there.

At the water at 54.61 you can do 3 achievements, or at least add to them. There are riverbeasts who can be trapped for Master Trapper; there is a Jawless Skulker school for Jawless Skulker Angler and there is a vine that can be destroyed for Shredder Maniac. Inside it is one of the treasures for the different treasure achievements.

Pool, riverbeasts and vine respawn in several minutes. You will catch 1 Jawless Skulker Bait about every 5 minutes, so you can keep fishing in the open water when there is no pool.

Rectification: after a few times you don't get credit for destroying the vine anymore.

Jawless Skulker is used to make Jawless Skulker Flesh which can be used to make the following.

If you're looking to farm, Jawless Skulker Bait will increase your chances of catching Jawless Skulker.

Catches can come in 3 sizes ~~depending on your fishing level.~~ (EDIT: 6.1 patch note: Players can now always catch enormous fish from pools, regardless of skill.)

Since this bait is UNIQUE, if you have it in your BANK... you will not be able to fish up another one. The game is not able to distinguish between bank and bags.

Observed:
When I started working on fishing on a new toon, I was able to easily fish up bait appropriate to each zone's pools. I was running out of bag space, so I took all the "fishing junk" out of my bags and put them in my bank. As I continued to do the fishing dailies, I was no longer fishing up bait...

At first, I thought it was possibly a "fishing level" issue, because my combination of fishing level and item points were nearing the Draenor level... and maybe the baits were to make things easier on the lowbies... but even after my fishing buffs expired, I was still not able to fish up any more bait. I realized that I had 1/2 of the required 20 Small Jawless Skulker in my bank, so I hearthed back to Ashran, and low-and-behold I had a Jawless Skulker Bait sitting there next to the additional fish. Grabbed that, and flew back to Gorgrond (the AMAZING lily pad linked above...) and presto... within 10 casts of using the bait, I was able to fish up another one.

TL:DR
Bait is UNIQUE, so make sure you don't put it in your bank, and then head off to fish. Just trying to save someone else the hassle I just went through over the last 3-4 days.

As of 6.1, cleaning of fish has gotten a LOT simpler. It now takes 5 fish to clean, no matter what size they are, and they now give a set amount of mats. Current yield is as follows, per 5 fish.

Enormous: Yields 20
Normal: Yields 10
Small: Yields 5

These fishes was a pain to get but needed for the Draenor Angler achievement, had tryed most places in Gorgrond mentioned in this post until i looked longer down in this post saw someone suggest Brimstone Springs which i decided to try. Within the first 5 minutes i did get a Jawless Skulker bait which was a big help i used it together with Worm Supreme and almost all i fished up was Enormous Jawless Skulker, before i had used up the bait i got a new bait, and before the second bait was used up i got a third bait so i can only recommand the place as it made it so much easyer.
4 Jawless Skulker bait and 4 Worm Supreme baits was all i used to get all 100 Enormous Jawless Skulker for the achievement.

The pond just southwest of Highpass, Gorgrond yielded eight enormous fish in short order to satisfy Ron Ashton's egg quest: Plus two worm supreme. This was fishing schooled fish, short pause between schools; two req'd.
