Did this on my tank/feral druid, wanted to get level 96 for herb garden.

Smuggler's Den with spell to summon npc Honest Jim every 10 minutes (click on his name link to get full list of goods he sell)

or Hearthfire Tavern with 20% extra exp buff (stacks with Excess Potion of Accelerated Learning 40% only in Spires of Arrak) and heartstone to Outpost.

You can change it later for 10k at level 100 if you want (bugged and not sure if they fixed it according to comment. Couldn't find who to talk to change it with my lvl100 hunter).

12. I've built Smuggler's Den and next quest is Peace Offering. Talk to npc (will update again for other building next time i get to 96)

Btw, you can get rare and probably even epic follower from Level 2 Lunarfall Inn / Frostwall Tavern Level 1

It's common for people to recruit followers with the Scavenger trait through their level 2-3 Tavern. When you recruit for a specific trait, you're presented with multiple options for abilities. If you're like me, you're curious what the best abilities to get on your scavenger are based on the options you have, so I looked at all the Garrison Resources missions to see how much each ability is used as a counter. Below that is a list of useful traits, if you need to decide between two traits.

Many of us have multiple level 90 alts that aren't yet 100, but we still want to recruit followers through the level 2 tavern. Unfortunately the Level 2 Tavern Blueprint says that it requires level 98 or a Spires of Arak outpost. You can get a Spires of Arak outpost at level 96, but there's a way to get the Tavern even earlier. You can actually get your level 2 tavern at level 92!

Here's how:
Step 1: Get your level 2 Garrison. This involves doing quest chains in Frostfire Ridge for Horde and Shadowmoon Valley for Alliance. You can follow This Guide to do this. You need to reach level 92 and get to Gorgrond, so do this on your way to level 92. I also recommend getting all of the followers in your starting zone while you're at it.
Step 2: Quest in southern Gorgrond and Complete Strike while the Iron is Hot. You can look at prerequisites to determine the fastest way to get this done, but from what I can tell, is you just have to finish the quest chains that are given to you when you first build your outpost. I got to level 93 with my non-rested alts, and 94 with most of my rested alts. I definitely did some unnecessary quests, so its possible you could get it at level 92 if you optimized the questing route.
Step 3: Take the Outpost Building Assembly Notes you get as a reward to Torgg Flexington in Warspear or Kinkade Jacobs in Stormshield in exchange for Garrison Blueprint: Frostwall Tavern, Level 2 for Horde, or Garrison Blueprint: Lunarfall Inn, Level 2 for Alliance.

Using this I got my 5 alts their level 2 tavern in about 2 days. Now i'm getting 6 recruits out of taverns per week with only one level 100!
