This is one of the song scrolls crafted by Scribes in Legion. These scrolls require the Engineering crafted item Sonic Environment Enhancer to actually play music.

Sonic Environment Enhancer is a non-Soulbound item that stacks to 20. So far this suggests it is consumable and can be bought/sold on the Auction House and can be used by non-Engineers. All of this is subject to change, though, as the new expansion is currently in Beta testing.

This item is crafted with inscription profession and it is consumable for Sonic Environment Enhancer engineering item
Sonic Environment Enhancer is similar to the Unlock Garrison Jukebox, but can be used anywhere you want
You lose the scroll with song after you use it on the Environment Enhancer.
To change the song you need to use a new scroll.
It is pretty similar to the enchanting.
Song stops playing after teleportation, but you can always start it again. No CD

Can combine it with songs from inscription and hear the sound of selected area
Right now there is only 4 songs available for each faction. 3 universal and 1 for Orgrimmar/Stormwind

You can't play the songs you have saved in your garrison jukebox on the Sonic Environment Enhancer.
You enchant the Sonic Environment Enhancer with a consumable enchantment scroll, such as Songs of Battle.
The Sonic Environment Enhancer does not bind when you use it to listen to music.
You can sell the Sonic Environment Enhancer in the auction house, or trade or send it to another character via in-game mail, if you happen to get bored of the song that it has been enchanted with.
Selling, trading or sending the Sonic Environment Enhancer in the auction house does not remove the enchantment.
When you use the Sonic Environment Enhancer, you gain a 20 minute buff such as Sonic Environment Enhancer, denoting the song you're listening to, and a song, selected randomly from a selection of tunes based on the scroll that was used to enchant the portable music player, starts to play.
The Sonic Environment Enhancer has no cooldown, so you can use a different one to change the song. You could, for example, carry one portable music player for each of the song scrolls in the game, or you can use new scrolls to enchant the one you're using every time you wish to change the tune, although that may be quite expensive.

Man this sucks. Just when we got the Garrison Jukebox, I was hyped to think this will be my place to disco and get all funky, then they do this even more inconvenient method to listen songs of the game.

Why can't they just make it a toy where you can collect all of the music of WoW? Or just the ones we've been able to collect so far.

Or even better, create a music play list such as the game RuneScape has had for over a decade.

I can't see the need for this. After a short time of use you're doomed to be bored out of your brain of these tunes.
Why not make it possible to link spotify to all jukeboxes in the game?
