I feel as though this may be a mandatory item for raiding. During stack phases instead of getting atonement out on as many people as possible, which takes alot of GCDs, and then doing damage you pop it get everyone that is stacked and just do damage resulting in less time wasted and more time healing and damaging

UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 28/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from The Emerald Nightmare is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)

Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

UPDATE - As per the latest information, Legion legendaries WILL BE allowed in all raid situations, INCLUDING Mythic difficulty. The previously noted "suppression aura" in Mythic will not be implemented. (Source: Legion Summit Dev Interview, Video | Text Summary)

All legendary bonus effects are passive "Equip" effects (there are no "Use" effects on these items)
All Legion legendaries are Bind-on-Pickup, and cannot be sold, traded or listed on the Auction House.

Muze's Unwavering Will	Wrist	Holy	While above 75% health, the cast time of your Heal, Prayer of Healing, and Smite is reduced by 15%.
Phyrix's Embrace	Finger	Holy	Allies protected by your Guardian Spirit also receive healing from each of your active Renews.
Entrancing Trousers of An'juna	Legs	Holy	Increases the duration of Renew by 6 sec.
Al'maiesh, the Cord of Hope	Waist	Holy	If Holy Words is triggered and the Holy Word is not on cooldown, Holy Words increases the damage and healing of your next cast of that Holy Word by 10%, stacking up to 5 times.
Anund's Seared Shackles	Wrist	Shadow	Each time Shadow Word: Pain and Vampiric Touch deal damage, your next Void Bolt gains 2% increased damage, stacking up to 50 times.
Zenk'aram, Iridi's Anadem	Head	Shadow	Healing from your Vampiric Embrace is increased by 250% while in Voidform.
The Twins' Painful Touch	Finger	Shadow	Your first cast after entering Voidform spreads Shadow Word: Pain and Vampiric Touch to 3 enemies within 10 yards of your target.
Mangaza's Madness	Waist	Shadow	Increases the maximum number of charges of Mind Blast by 2.

This appears to simply let your Penance act as if everyone in the bubble has Atonement, even if they don't. It does not heal for the full damage of Penance as I'd hoped, and it does not heal somebody for any additional amount if they're in the bubble and already actually have Atonement on them as well.

Because of that and the fact that it has no Haste on it, I am struggling to think of a situation where this item ever leaves my bags. If it had Haste then the effect would be an occasional nice little bonus. But the effect is just not strong enough to give up 1200 Haste for it.

Bummer.

While wearing this ring, you may feel a temptation to fiddle while a city burns. I encourage you to resist that temptation.

Initially, it SEEMS like a good effect. If, of course, a number of stars align. But rarely does that happen. Assuming you cast Penance IMMEDIATELY after you place Power Word: Barrier, you will get a pretty good burst heal. You may have an outside shot of the first bolt of your next Penance being able to gain the benefit of N'ero.

IF Power Word: Barrier didn't last all of six seconds (it's supposed to last ten, but it seldom feels like it's up for that long), and you could get multiple penances off in that span of time, this would be a decent choice. Unfortunately, it seems to be a one-time burst heal (assuming, of course, people stand in it) with an absurd CD.

In summary, find a better legendary as soon as you can.

And don't be anywhere near Darnassus, if Horde. Won't end well.
