I just bought this from Boomie Sparks for 150xDarkmoon Prize Ticket. Some observations:

Using this toy does not dismount you.
Mounting, dismounting and changing mounts will not disable the toy once activated.
The fireworks happen with every jump while you are mounted and the toy is active (15 sec). Riding uphill, thus making each jump miniscule, while hammering your jump key will produce an absurd trail of fireworks behind you (screenshot submitted, pending approval).
Jumping while standing still (for example with the Champion's Treadblade) will not produce fireworks. Similarly, attempting to jump with mounts that perform their /mountspecial animation instead will also not produce fireworks.
The fireworks are somewhat random and multi-colored.
You cannot produce fireworks with a flying mount in zones where you can fly.
In response to the comment by Stormreave: yes, jumping out of water with any kind of ground mount triggers fireworks. It is worth keeping in mind though that purely aquatic mounts break when jumping out of the water, like the Subdued Seahorse.

Basic Macro:

/use mountname
/use Sparklepony XL

Also helpful:

(at start of macro) #showtooltip Sparklepony XL
- Allows you to see the CD of the Sparklepony XL on the action bar.
(after line for toy) /run UIErrorsFrame:Clear()
- This line stops the error message "Item is not ready yet." for the 10 minute CD.

Example with Celestial Steed:

#showtooltip Sparklepony XL
/use Celestial Steed
/use Sparklepony XL
/run UIErrorsFrame:Clear()

A neat effect, but way too short lived. A couple of minutes would be nice, rather than 15 seconds.

Just a note - this doesn't count towards the Taking The Show On The Road achievement - you still need the Darkmoon Firework (x6) for that.

You can however use the Everlasting Darkmoon Firework toy instead though...
