This is the info i have gathered so far, the locations are found on wowhead, just put them together in one place and added TomTom waypoints to it.

They are both sold from Conjurer Margoss, the Drowned Mana can be fished up at the little floating isle where Conjurer Margoss stands on. You can reach the little floating isle with a Goblin Glider Kit, just go to the little hole in the wall between Magus Commerce Exchange and The Violet Citadel. (for some reason i can't make a waypoint to it, TomTom just points it in wrong direction) But should be "/way Dalaran:Broken Isle 33.0 35.0 Dalaran " if it get fixed at a time.

Fished up this little gem in Azsuna at one of the open water ponds near Felblaze Ingress. Coords: (Farondale - 63.0/27.0)

Fishing 1015 (Underlight Angler, Nat's Hat with hat lure active)

247 casts total (0.4%):

Just fished this up in Stormheim at 55,67 next to the ship for the world quest "Oh, Ship". Not sure if it makes a difference, but I was using a Soggy Drakescale bait at the time.

Pretty sure its none of these bobber's are tied to any one location. Just finished fishing about 200 Runescale Koi around the area marked on the map (21, 35,) ish and still nothing gona keep at it though!

Seems 7.2.5 increased the droprate of these toys, I fished up all the crates within 1 hr today on patch day, I had never caught any before this but I fish alot. Caught all but pepe in stormhiem ( flew to azuna for change of scenery and caught pepe). All in open water.

In 7.2.5 the drop rates for the following toys have been massively increased.

Crate of Bobbers: Wooden Pepe
Crate of Bobbers: Tugboat
Crate of Bobbers: Cat Head
Crate of Bobbers: Can of Worms

You can fish them from any open water in the Broken Isles but also at Margoss's Retreat in Dalaran.

12 min of fishing in Jandvik, with artifact + Nat's hat and this is the result. Really high drop rate, so if you miss them, go get them ;).

Just fished Crate of Bobbers: Wooden Pepe and Crate of Bobbers: Can of Worms both in the same cast in open water in Val'sharah. On the previous cast i had just fished Crate of Bobbers: Tugboat too.

Got this on the 4th cast at 64, 23 in Azsuna. Also the Tugboat at this same spot a few casts later. Will see how I go with the other two at this spot.

Update: Another 10 casts after the Tugboat and I got the Cat Head. Another 4 after that and I got Wooden Pepe. I is definitely possible to get all 4 bobbers from the same spot.

Fished up this and Crate of Bobbers: Wooden Pepe from open water (no pool) in Stormheim at the Bilgefin Shore (80.7, 56.4) within three casts of each other, with about 380 fishing. The RNG gods are never as kind as this, so I think it's safe to assume that the low drop rates listed for these items are not quite so low, in reality.

EDIT: Less than 10 minutes later, I now have Crate of Bobbers: Cat Head as well, still in the same spot. If you're wanting to get any of these, and are put off by the listed drop rates, don't lose heart! They don't seem to be less than 1% as Wowhead implies, certainly.

EDIT(2): Again, less than 10 minutes later, fished up Crate of Bobbers: Tugboat too, and still in the same spot. Maybe I found some sort of magical square of open water that's filled with bobbers, who knows? In any case, this might be a good spot to try! Starting with under 384 fishing (only supplemented by Nat Pagle's Extreme Angler FC-5000), I went back and counted; it took me just 55 casts for me to get all four non-vendor bobbers, putting me up to just 399, and netting me a bunch of Silver Mackerel and about a dozen Stormray in between. Either the catch rate on these has been buffed, or the 0.2% drop rate is the result of a lack of reporting.

Just fished this up at Margoss's Retreat. First cast into the pond as I was beginning the Underlight Angler progression on my Druid. Toon is at 230 Fishing, no rods or lures being used.

(Update #1, Literally just moments later) Just fished up Crate of Bobbers: Cat Head in the same spot, same circumstances (Fishing skill being at 231 this time :P) Interestingly enough this coincides with Seb264's comment above me.....I'll update this again if I fish up anymore bobbers.

(Update #2, Another few moments later) Just as Seb264 commented, I was able to fish up Crate of Bobbers: Tugboat just a few moments after getting the Cat head bobber. Same location, w/ my fishing skill at 237 and no rod or lure like the other two.

(Update #3, Few more moments later AGAIN) Fished up Crate of Bobbers: Wooden Pepe, and you guessed it, Same Location, No rod, no lure, and skill at 243 this time.

These DO conflict with Oversized Bobber, so don't expect to use them much if you tend to need your bobber oversized in order to make fishing easier.

I just picked this one from the fishing bubble created with Hyper-Compressed Ocean (Toy rewarded by BoA achievement).
It was not totaly unexpected, other guild friends already got it in the same way.

I acquired Cat Head, Can of Worms, Tugboat and Wooden Pepe within ten minutes from a non-pool. I took my Legion fishing skill from 1-30 in the process while fishing up maybe 50 items.

Trust me. These four toys are not difficult to acquire.
