Of the 5 items you need to build your Small Boat, this one may be most tedious.

The other 4 are earned by doing 4 quests available during the Thousand Boat Bash. But the Submarine Tar is something you'll have to fish up 20 of, from pools left behind by the Submarine touring the bay.

The pools disappear after a little bit. Sometimes the pools don't spawn at quite the correct height and can be hard to spot as you have to angle the camera around. Also be careful that if the submarine runs into you, it'll attempt to teleport you away and sometimes will crash your game.

The Small Boat you build is the exact same as the one you are given in the Thousand Needles during this holiday, except you can use it everywhere, for a duration of 7 days. If used elsewhere, it will still have the speed it has in the Thousand Needles.

To get the tar, follow the trail of the boat (the one that appears in the screenshot), which will create fishing nodes and, in addition to this, will cause tar-coated fish to float, which can be looted to get more tar.

To get the Small Boat you need to gather a bunch of materials from around the Shimmering Expanse, which are all given to you through world quests except the Submarine Tar which is fished up from Submarine Tar pools and gathered from tarred fish, both of which are left behind by the big submarine that's circling the area. For the Mainsail you need to complete Beach Ball Bash in the southeast on the High Elf/Blood Elf ships, just click the ball and stand under it to bounce it, but make sure it doesn't fall off the ship or it'll be trickier to catch. For the Waxy Reeds you need to complete Garbage Fishing in the north at the Kalu'ak boat, just fish in the garbage pools nearby. For the Ship Mast you need to complete The Goblins Stole Our Bombs! by killing the NPCs on the boats in the northwest (for Alliance) or southwest (for Horde). Sometimes these quests don't show on your map, but just go near their location and they should pop up.

The boat itself gives you +330% movement speed on water, it's extremely fast.

If you're trying to fish it up, rather than go for the Tar-Covered Fish, your character's race is directly going to impact how annoying this is. Goblins and gnomes, for example, get a get a riverboat that has a bow that directly blocks where your fishing cast will go, compared to the little canoe that tauren get or the rowboat that humans get.

Fallow the sub it will drop oil pools or a dead oil fish.

I found the best strat for me was to loot any fish that have popped up first and then fish inside the Tar pools twice before chasing after the submarine to repeat.

If you are going for the Taveler's Log activity of Thousand Boat Bash: Sail Around the Dragon Isles, you need to do the World Quests in Thousand Isles 1st, with the tar being the longest part of it. Once you have the tar (+ the other 4 items you get out here (those should be pretty be pretty quick & easy)) you can head off to the Dragon Isles. From there, you just need to use the boat in each zone, or, you can just ride around the entire continent (though you most likely will need to "dismount" and resummon the boat to get credit).
