This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head to Things of the Past, the archaeology shop located within the Magus Commerce Exchange. As soon as you enter the building, head up the stairs. The book spawns on the only bookcase upstairs, on the far right side of the third shelf from the bottom.
