This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Container: The New Horde
Location: Head to the Violet Citadel, the largest building in Dalaran located on the west side of the city. Once inside, head up the stairs and turn right. There are two bookshelves ahead of you, this book spawns between the two of them.
