He's located inside the Bitestone Enclave cave, just SE of River Bend (Sylvan Falls flight path). Go in the cave, then up the path to the right. He's hostile to alliance, but this I think this is the cave that has the WQ where you go in and steal stuff. Next time that quest is up, I'm going to try buying from him.

Edit 9 Feb. 2017: I got the WQ again, and since my last post, it appears something has changed. I was able to buy a ridiculous amount of the Blue Drog. I did so before actually completing the WQ (stealing stuff in the cave).

***Secret Found***

Apparently this is a world first secret as no-one has ever explained how to get unlimited blue drog. Now fully revealed!

1. You need the world quest "Bitestone Burglary" lit in Highmountain.
2. In order to even see the WQ on your map, you must have done the Highmountain chapter quest up to and including "Dargrul and the Hammer".
2a. If you are 0/7 on your Highmountain chapter quests, the way to start (both factions) is to click on your tracker icon on your minimap, make sure "trivial quests" is checked, then look at your Highmountain map and there should be a quest on the map named "Keepers of the Hammer" marked as a yellow exclamation mark at the Sylvan Falls Flight Path. Take the quest and run through the quest chain until you complete "Dargrul and the Hammer". Might take 20 minutes? You will be 1/7 thru the chapters when you are done.
3. Enter the cave and get the disguise drog buff from the NPC Barbrul the Brewbrul. You are now a drog and can run fast!
4. Go further into the cave and up the ramp to the right. Drogs will be green to you, but manaspine basilisks will still be red. Dodge the basilisks.
5. Keep walking until you see the green NPC named Heavy Brewbrul. Check his inventory without aggroing any basilisks.
6. If he is selling blue drog, congratulations! I buy like 200 of them so I can use them all the time.

You can stop reading here if he selling blue drog.

7. If he is NOT selling blue drog, then:
8. Aggro a basilisk but do not attack.
9. Wait for the basilisk to cast "purging gaze" on you. This strips you of your disguise.
10. Now the vendor will be attackable. KILL the vendor.
11. Run back to the cave entrance and get a fresh disguise from Barbrul.
12. Run back to the vendor. He respawns every 5-10 minutes. Check his inventory and see if he has the blue drog.
13. If he doesn't have the blue drog, go back to step 7.

The vendor has a low chance to spawn selling blue drog. It took me 10 resets to get it. But once you do, I suggest just buying like 200 of them.
