Not tameable :(
More specifically, at first they're mounted by an Orc Raider so they're not individually target-able, however once you engage, the Orc dismounts THEN the Wolf is active as its own entity.

Now tamable by Alliance hunters, Horde is friendly to both rider and mount.

This mob appears to share the same model as the no longer obtainable Swift Horde Wolf. As stated before by other comments, this mob is only available for Alliance players (as of patch 8.1.0). Maybe someday in the future this wolf will become available to Horde players, perhaps as a either separate encounter or a wandering NPC.

Thankfully, there are other saddled wolves available to both Horde and Alliance players!
First are the Riding Wolf (WoD) and Savage Warwolf mobs. These are both located the WoD version of Nagrand and have the luxury of using updated models.
However if you are looking for something more true to the Horde, there is also the Shattered Hand Warhound, Rabid Warhound, and Shadowmoon War Hound. All three mobs share the same model but match with the Black War Wolf mount (which is currently still available in game).

However if none of those wolves suit your fancy, you could also try for Fenryr, which is a challenge tame of sorts, or go for the good ol' Iron Warwolf. There's plenty of other options available out there if you want a cool wolf pet.

It is actually possible to tame this on a horde character, however it's a bit more difficult (and there will be PvP involved to get the toy) you can use the toy N'lyeth, Sliver of N'Zoth while you're in War Mode, which will allow you to attack the NPC.
