This is the NPC that spawns on the seesaw after using the Darkmoon Seesaw toy when you're alone, since the seesaw requires two riders to activate the Childlike Wonder effect. You can use the toy pretty much anywhere outside which is why he appears in so many places on the map. When interacted with he will say "Lunk loves to play on seesaw!" and if you click the dialogue option for "Please let someone else have a turn, Lunk." he will hop off the seesaw and say "Here you go." therefore letting a second player ride it.
