This item spawns in your Barn Level 3.

I looked around a lot and finally realized it was not there. So, I moved my Barn Level 3 back and forth with my Trading Post Level 3.

Swapping/Moving Buildings:
You can do this with any two buildings of the same size plot (ie. Large/Large, Medium/Medium, Small/Small). Go to the table you use to build and upgrade your buildings, then click and hold on the building you would like to move, dragging it to the same size plot where you would like it to move. Drag it over and when you release the mouse button it will swap places with the building that was there. Next time you go out, they indeed occupy different plots of your garrison.

I had to move the Barn Level 3 three times. On the third time (I was beginning to believe nothing would help this spawn) there it was! I got a picture for you but if it doesn't get posted (as mine never do), there is a shelf (supported by barrels) in the barn with a bunch of mugs sitting on it. The mugs are all in a group. To the right of the mugs (on the shelf) are a couple of stacked boxes. The Glass of Warm Milk looks like a mug sitting on top of these stacked boxes. Loot the mug and take the Glass of Warm Milk. Use the Glass of Warm Milk and receive your Pygmy Cow.

Also note that this item can be upstairs in your Barn, you can get inside from the window! :)
