This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Container: The Twin Empires
Location: Head down into Dalaran's sewer system, known as The Underbelly. Navigate toward the wooden structures on the southern side of the central chamber and head up the stairs to the second floor. There's a small wooden crate next to K'huta with a wedge of cheese, a bottle and two shot glasses; the book spawns on this crate.
