This NPC is a static Spawn. He can spawn in a few places. I found him @ 75,86.

He looks like a Draenei Broken caged up.

The quest is relaativley short if you clear up to him. All you have to do is walk him out of one of the high perches and you are set. The quest indeed does count as a 'Daily' quest.

The quest is repeatable with gold (as of the second day, and attempt) being given as a reward instead of the potions.

I've completed this several times and each time I have received 11g and 99s, along with the option of selecting either 2 Volatile Healing Potions or 2 Unstable Mana Potions. Since this is a daily and repeatable quest, this is an excellent source of getting potions if you need them. As other people have stated, he has multiple spawns which so far have included:

So he can spawn on either side of the lake, and is in an elevated hut inside a cage. An easy way to find him is to fly around and use /target skywing until he comes up. His respawn time doesn't seem too bad, just keep in mind he has multiple spawns. The escort self is very easy, and any class (i'm a holy pally) can even do it since it just involves killing two spawned level 71 skettis and takes literally 2 minutes. You get 350 rep with Sha'tari Skyguard upon completion as well as each time you repeat it.

He spawns on Platforms with purple floors, I believe they have all be listed, but that's how you know where he spawns.

Does anybody know the timer on his spawn? Most of the time it seems I can't find him, and just wondering if that many people are doing this quest the whole time

I believe this quest can happen simultaneously in several places; I started it about 30 seconds after seeing someone start it in a second location.

In the new 2.1.2 patch, this quest now gives you the choices between 2 Volatile Healing Potion or 2 Unstable Mana Potion.

Volatile restores 1075 to 1750 health

Unstable mana restores 1350 to 2250 Mana

This quest is really annoying. Tons of ppl that are doing it + random NPC spawn might make this quest problem. Today i searched that NPC for about 15min so a bit long ;(

His respawn is in the order or a minute or two and he CAN respawn in the same exact spot that he was just in... doesn't seem to be a logical rotation to his respawn points.

I wouldn't call this quest easy for all classes. As a restoration shaman (read: no DPS), I tend to run into trouble at the very end. Because the quest is camped so heavily, the mobs in the towers are rarely around when I start, but respawn while I'm fighting something else. As the scout has next to no AI, he will fight anything and anywhere, which results in more adds, usually Monstrous Kaliri. I've had fights with four of the melee mobs, two casters and two birds all at once. It can be difficult (especially since shaman mana efficiency is so bad). I have actually had the scout die once because I could not get aggro from the Kaliri he was fighting. I was unable to heal/bandage the scout as well. In addition, I have gotten the scout to the ground with no problem, only to have him run off to attack a neutral kaliri flittering around, which in turned aggroed a couple of nearby casters...

If you see someone doing this quest and you are waiting on it as well, it pays for you to stop and help them. The longer their quest takes, the longer it will take for the scout to respawn. You can also help several people out by doing the quest as a group. As long as everyone in the group is nearby, they will have the chance to accept the quest.

OBS:

The birds that attack you when you fly to or from this quest are absolutely useless - as you have found out, here comes the tip;

Keep flying upwards by using your spacebar-button (Or whatever you binded jump to) and the birds will not attack you at all! JUST KEEP RISING UPWARDS, and the birds will soon get out of aggro-range, saving you both time, durability and an eventual death caused by daze.

I just did this quest after finally tracking him down because everyone was trying to do this quest. I know everyone says his spawn points are random, but for me, he keeps spawning in a counter-clockwise manner. I observed where he spawns because of the previous people doing the quest, and even after 3-4 people doing the quest, he still moved PERFECTLY counter-clockwise without skipping a beat.

This quest is absolute HELL on a PvP server. Players on the opposite faction will not hesitate to gank you before or during the escort. Grouping up is essential to avoid this.

Ya know, I am getting REALLY tired of all these bugged mobs lately. I don't know if there is more than usual or I am just having bad luck but it seems like I am encountering an awful lot of bugged mobs since the past few patches.

I got to the end of the escort quest and the two guards at the bottom of the ramp bugged, they could attack me but I couldn't attack them. I tried to run away from them but even about halfway across skettis they were still hitting me.

Yeah, LAME. I died and failed the quest.

it seems, that if you abandon (or fail) the quest, the NPC will respawn at the spot where it was before you accepted it

You can still complete this quest if you get ganked by the other faction and the prisoner finishes his run to safety. You may need to be in range, you may not.

This quest is completely soloable, but most people do it in groups to minimize the time spent looking / competing for him when he spawns.

When doing the escort, rogues can Sap one of the Wing Guards as they spawn before they aggro. Not game breaking, but a cool thing I stumbled upon. Of course, depending on the prisoner spawn point, the guards may spawn 10 feet away anyway.

I got a bug with this today.
He spawned at 61,74.

There was a monstrous kaliri above me that appeared to be stuck as I couldn't target it and it wouldn't attack me while I was flying. The NPC just stood in one spot making faintly sexual groaning noises over and over again.

Sucks.

Unlike many other quests, this quest can be completed while in raid. Don't waste time waiting your guildmates to brew flasks, help Sha'tari Skyguard!

A word of advice or two: (1) keep an eye on the Monstrous Kaliri, and (2) don't fight at the top of the ramp down to the ground. At one point I was doing #2 and for no reason a Wing Guard evade bugged halfway up the ramp to come get me, despite the fact I was clearly damageable... proven by the Monstrous Kaliri that swooped down to aggro me and constantly damage me, yet was completely out of my line of sight no matter where I stood. I managed to finish the quest while dead, but it was a major pain in the neck to have to make a corpse run for what is usually a simple quest.

This quest can be bugged to your advantage, if the Prisoner spawns at 68.74. (First tree to your left for those who have no coordinates)

1. Make sure to kill any patrolling mobs on the two 'trees'.
2. Get to the other one - not the one that Prisoner spawned on - before he stops to anticipate the skettis guards.
3. Get on your flying mount, and sit on the spot or very close (preferably behind the mobs so when they spawn they don't go towards the Prisoner) to where the skettis mobs will spawn.
4. When they spawn, they will go for you first. Fly a little up and sit on the ledge where the eggs spawn, or just a little in the air since they are melee attackers.
5. They will despawn if done correctly.
6. Escort the Prisoner down the last 'ramp/bridge', help him kill the two guards, hope that he doesn't aggro anymore, and you're done.

I've tried the other two spawn points, but the distance between Prisoner & mob spawn spot seems shorter and it didn't work for me. Will try again when dailies reset, and post if successful.

If you wish to continue doing this daily quest after you hit level 80, you'll have to hunt a little harder for the prisoner. Since it becomes a low-level quest, the blue exclamation point won't be there. If you know which trees to look in, you can just fly by & see if he's in there & you can still get the quest. You just can't find him quite as easily as before.

Sometimes, your escort-ee starts attacking the Kaliri. Now, he can't actually reach the Kaliri, so he chases them, from the ground. My little Broken friend ran from the hanging bridge down the ramp and into a swarm of mobs (which he ignored) that I had to deal with before he died. Eventually he started running around in circles on the ground parallel to the bird. I had to mount up and aggro it down to finish the job. The the Skyguard prisoner ran back up the ramp to the middle of the bridge and started walking for the ramp again.

1. Go to Skettis in Terokkar Forest.
(OPTIONAL FOR THE RICH ONES: if you have some gold to spend, buy at least 6x Shadow Dust and as much Time-Lost Scroll as you want - you need 10x for each boss spawn)

2. If you don't have 6x Shadow Dust, then kill Skettis Wing Guard, Skettis Windwalker, Skettis Soulcaller, Skettis Talonite, Talonpriest Zellek, Talonpriest Skizzik, Talonpriest Ishaal, Skettis Kaliri or Talonsworn Forest-Rager
until you get them. If you already have 6x Shadow Dust then go to the next step.

3. Go to Severin and accept the quest World of Shadows. It will reward you with Elixir of Shadows, this elixir works for 20 minutes and you can repeat this quest over and over
to get unlimited elixirs. Elixir of Shadows gives you the possibility to see more creatures in the area: Time-Lost Skettis Worshipper, Time-Lost Skettis High Priest, Time-Lost Skettis Reaver.
These creatures drop Time-Lost Scroll, it is used to summon mini-boss: Darkscreecher Akkarai, Gezzarak the Huntress, Karrog and Vakkiz the Windrager.

4. Fly in the Skettis area, focus on platforms and after you get 10x Time-Lost Scroll, you can use them to summon one of the bosses that i've listed above.
You can do it in violet ritual circles, easy to localize, there are few.

5. Repeat previous step until you'll reach Excalted. CONGRATS!
