This quest is part of a larger line in which characters play a pivotal part in the Bilgewater Cartel joining the Horde.

Therefore it is only available to Goblins.

I may just be a bit dense, but why is Garrosh so taken aback by this insignificant little item?

I understand the meaning of this all too well, goblin.

What is the meaning of it exactly? Why exactly is it that Garrosh just automatically "welcomes" the goblins into the horde just cos a little green guy with funny ears gave him a badge and said it was from Thrall?

As of Warlords, you're taken to Orgrimmar by Darkspear Loyalist and her Raptor mount...which makes wolf noises.

They should probably address that.

So now, after the Cataclysm just happened and Deathwing was running around wreaking havoc on Kezan—and after numerous mentions of Warchief Garrosh—Vol'jin is now suddenly Warchief and the new end of this quest. This WoD expansion is messing with more than one timeline. XD

Strangely, as I rode the raptor to Orgrimmar, it was constantly making wolf mount noises. I'm willing to guess (not having rolled a Goblin before 6.2) that you used to ride a Worg to the city, and the sound effects were never changed to that of a raptor now that Vol'jin is Warchief!

There are other goblins that are working in Azshara that you could visit and get your bearings. <Saurfang points to Gobber.> We found this one wandering the city and he seems to recognize you. He might want to go with you.
From this day on, you and the Bilgewater Cartel are one with the Horde!

This quest may not be able to be completed if you have another quest in your log that affects the phasing, such as the Battle for Azeroth: Mission Statement, where Sylvanas will be in Grommash Hold instead of Saurfang. Drop the other quest(s) and you should find yourself in the correct phase to turn in the quest.
