Fire appears when Shao-Tien Pillagers live long enough to throw a molotov cocktail on the roofs. If you're doing this on a high-pop server, then God be with you.

I suggest telling the players not to kill them when you're the same action and /slap them when they're from the opposing side.
I also suggest nominating this for the worst designed quest in WoW.

My personal preference for this quest is to do it after I finish any killing quests I have. Although it's not important which order you do them, this is why I do it after.

I like to stockpile buckets, while I'm killing. About six or seven. Afterwards I'll fly on to the roofs to avoid aggroing mobs. Using the buckets dismounts you.

Try to get houses that have lots of fire. A good example is the house directly north east of you when you come out of City Hall (quest giver building). This house has two nice patches of fire that give around 9-12 credit each.

Might be worth mentioning even on my high pop server, I was able to find tons of buckets at the well at 37, 73. Hope this helps you guys at least stock up on buckets when you fight for tagging the fires :)

I'm not the most observant and I was looking for fire on the ground since that's what the other quest called for. The fire is on the roof of all the buildings. The fires disappear, so you might have to run around to the back or change your view point to see where the roof is on fire. My camera view wasn't pulled back far enough to see the tops of the buildings.

The completion text listed here is different from what I read when I did the quest. I can't remember exactly what it said, but I think it was along the lines of:
"Thank you for your help. I do wish you would stop throwing the buckets at the roof. Just the water would be fine."
I love this, probably explains why we need so many buckets instead of refilling just one!

The highest amount of fires I've been able to put out with one bucket is around 10 or so, thus it's likely you will need 6 - 8 buckets of water to complete the quest.

On the top floor of the Inn (The Building that Mayor Shiyo is inside of), there are around 15-ish buckets of water. If nobody else is here, you get your buckets instantly.

However, with multiple players, these go away very quickly, and take at least twice as long to respawn as mobs in Mistfall Village do. A secondary or tertiary hotspot for back-up is advised if you have a high-pop server or play at peak times.

The easiest way to do this quest is mount up, fly and land on top of the buildings, then douse the fires from on top of the buildings. You'll never get needlessly aggro'd.

There's a well NE of the main town behind a house up on the hill. It has 7-8 buckets spawning around it constantly, more than enough to complete the quest.

I found the easiest and fastest way to complete this quest is to fly on top of the roofs (the wooden bar on top) and from there you can see the whole rooftop and quickly douse the entire roof in one swoop. The well is the most plentiful source of water buckets.

This may have been obvious to everyone but me, but you can pick up more than bucket of water at a time. After picking up a bucket, running and finding a fire, dumping the bucket on the fire and then going and finding another bucket and repeating the maddening cycle, it occurred to me to try to pick up more than one, and it worked ! I don't know the max you can hold - I picked up 7 and that was enough for me to complete the quest.

Also, the poster below was correct when he suggested landing on the flat center board on one of the roofs and dumping your water from there. This "aggro free" method is far superior to dodging all the nasty mobs below while toting your bucket around. I up-voted him and you should too :)
