This quest requires you to defeat Qua-Ro Whitebrow. He is accessed via conversation and can be found near the questgiver, where he is training his black dragon, Cinder. The fight is fairly trivial, much easier than the other trainer challenges I've seen. He casts Char Burst, which can be interrupted if you're fast, and Conjure Image, a single copy Mirror Image spell.

In order to beat this guy, you have to DPS him down to 1% in under a minute. In case you keep failing and have no clue why.

The mirror images do about 40k damage for each cast they do, it might be better to kill them instead of trying to out-dps them.

This is easier than the other trainers if you do one thing. Take out the images. ASAP. They only have 1,000 hp each, but they generally spawn a fair distance away (my bear swipe wouldn't hit them). A larger PBAoE might be able to hit them. Either way, burn them. Fast. They don't do much damage at first, but once the trainer starts hitting you with Char Burst the images can hit upwards of 50k each.

He recasts the images fairly quickly, so it cuts into your DPS, but if you focus on the images, you should be able to pull it off eventually.

If you have a fast enough interrupt, try to stop his Char Burst, as it adds a +fire damage debuff.

And, as with the other fights, a second person will make it a fairly trivial fight. One focus on the trainer, the other watches out for images.

It IS timed!
After failing numerous times, I sat there and watched everyone else complete him. Most didn't pay attention to his "images" and just burned him.

Then I did it myself alternating from bear to cat form and finally got it. So YES it is timed.

Does anyone know if these quests were changed with the last patch? A guild member is doing these, and when I tried to help her it won't let me fight them. It doesn't show up as an enemy to me at all, not even the images. I even tried using an alt since my Rouge already did these, so I wondered if that is why he couldn't attack. But even my alt can't attack. All I can do is stand there and watch the fight.

Several weeks ago I used to be able to help other players with my rogue, but now...nothing.

This quest is horrible if you are a tank with low DPS! How is it a win for him when I get him to 5% every time and I'm still at 95% without even healing?

Arms Warrior, 90 with crafted gear...took him down in less than 30 seconds. Bloody healing was my key, I think, that and battle shout with a dragon roar at the end helped to take him down.
