Oddly enough you can use the Artillery Strike* while inside a cave meters below the surface.

*If you chose artillery over mage

If you recently transferred from Horde to Alliance and already completed this as Horde, you may be unable to turn in this quest. I opened a GM ticket and received a response within a few hours. They indicated this is a known issue and promptly corrected the problem. I was then able to complete the quest without issue.

Your structure choice determines which follower will join you at the conclusion of the quest chain.

Artillery Tower: Miall / Morketh Bladehowl
Arcane Sanctum: Magister Serena / Magister Krelas

For what it is worth, as alliance choosing the Artillery Tower gives you a very brief story about the the blacksmith that will be running your new building; while choosing the Arcane Sanctum gives you a real nice introduction to Khadgar's Tower and several quests inside a bonus objective zone.

FYI - if you click the wrong one, you can abandon this quest (before turning it in to Foreman Eksos) and it will wipe out your building. You can then pick up the quest and choose again.

The Artillery Strike has 3 charges, didn't notice that at first.

You should choose Artillery Tower for two reasons:
1) It gives you ability to kill (or almost kill) every elite
2) It gives Miall / Morketh Bladehowl with Shield Wall which counters Massive Strike. If you miss this follower - your only follower for counter this will be Delvar Ironfist

Accept the quest, The Critical Path from your Garrison Board, or by using the Adventure Guide.

1. The Critical Path - (Video) - Click on Dungar Longdrink, your gryphon flight master, and select "Take me to my base in Talador."
• You will be flown to just west of Fort Wrynn, Talador.
• Enter Fort Wrynn, and turn in the quest to Foreman Eksos at 69.8, 20.8, and accept At Your Command.

2. At Your Command - (Video) - Click on your Drafting Table and select which outpost building you would like:

• Wrynn Artillery Tower granting Artillery Strike
• Arcane Sanctum granting Guardian Orb

NOTE: For purposes of this guide, I would recommend choosing Wrynn Artillery Tower as it is superior in capability to the Arcane Sanctum Guardian Orb.

• Turn the quest in to Foreman Eksos.

I feel it's important to note that the building you choose for this quest will later be useful in the lvl 100 instance of Tanaan Jungle, where you will be able to copy and use the ability (by speaking with Angar Steelbellow).

I tryed to change from Arcane Sanctum to Artillery Tower by talking to Foreman Eksos but he doesn't give me the option to change.
I already have Serena as a follower.
What am I missing to do that?

Arcane sanctum is good if your low on Garrison resources
I had just made an level 2 inn, and was on 2 resources
The second quest's after the first one all give you garrison resources, 35 each
And you get 3 quests

I went to the Foreman Eksos at level 27 and he had no quest.
When I hit level 28 I went back and now he had the quest.

If you're not able to progress with this quest, and you've done a faction change - I submitted a support request and a GM was able to get it fixed.
For me, the drafting table wouldn't spawn and so I was unable to progress the request. The GM was able to get the quest unstuck and allow me to proceed with the quest.

Fort Wrynn is nearly complete. We only need to fill this last plot.

Baros provided us with blueprints for two different structures that would fit this space - an Artillery Tower or an Arcane Sanctum.

It's your call, commander. The plans are on the drafting table for your perusal.
