You can kill rare spawns in Shattrath that will drop 5 Sargerei Insignia each, you can also collect these quickly from mobs at the Shattrath Harbor they drop about 3 each which can be picked up quickly if you round up big mobs with at least one other person.

Insignia drop from rare and common mobs on the eastern side of Shattrath City. I found them in the Commons and Marketplace areas as well as the area leading to the docks. See map above (ignore the quest area marked on your map, there aren't any mobs that drop insignia in the middle of Shattrath).
Take the elevator at 47, 44 to turn in the quest.

You get 2-5 per kill, and its not the same mobs that you have to kill for daily garrison quest/apexis crystals

100 seems like a lot - especially when they only drop 2 at a time consistently from regular mobs. My advice is to do this quest alongside the shadow council Shattrath assault daily. You will get your hundred in about 20 minutes give or take - and you can take out the ogres in front of the cannons and the cannons will complete the daily (about 3% completion per cannon destroyed). It feels like it goes much faster :)

Best place to do this solo is in the northern harbour area. The mobs there are non-elite.

The best way I found to do this is to kill the stationary mobs around 45,39. Those manning the Salvaged Iron Horde Artillery — principally Shadowbourne Felcaster, Gorebound Insurgent and Fel Seer — are the easiest to find, because the cannon are quite simple to spot

Don't bother with the stream of mobs that run from the buildings to the front line — they are very easy to kill and drop nothing

Shadowlands Prepatch. This quest seems to be bugged right now. I flew all over the city, but there are no mobs to kill, anywhere, at all.

I think it is a phasing issue. There are friendly forces everywhere, patrolling the city battlefield, as if they'd already won and reclaimed the city.

Description

The Shattrath offensive is going well, but Socrethar refuses to show himself.

Despite our best efforts, we are unable to break into the inner city of Shattrath. The dome's defenses are simply too strong.

However, we think we can lure Socrethar out of hiding. Defeat his lieutenants and warriors, and gather their medallions of service.

When we show him proof of their demise, his pride will surely force him to face us.
