Is there a minimum level for this quest? I'm not seeing it on my lvl 100 scribe.

All the mass milling spells are learnable at level 108 via quests.

Mass Mill Yseralline Seeds: from the quest Mass Milling Techniques in Dalaran

For the other herbs, mill the specified herb until you get the quest starter item. (The zone does not matter--I milled it all in Dalaran.)

I couldn't see the book until I exited the vehicle, then zoomed all the way on the camera, the accessed the ladder again. EZ to click on and complete.

Pallin asks you to find The Masterful Miller's Manual in his shop. So, what to do:

Use Runes of the Aqir book at the right desk
Use Scrolls, Scrolls, Scrolls book at the left desk
Use Verdigris or Malachite? Selecting the Proper Green Ink book also at the left desk
Grab Runed Ladder next to a wall, Pallin will levitate you up, pick up The Masterful Miller's Manual from shelf

When you are doing the final stage of the quest, where you're using the Runed Ladder, your camera should track the latter as it floats upwards. If it does not, exit the vehicle and click on it again until your camera begins to follow it. You'll find the book very easily after this.

Note for those coming here directly and wondering why they don't learn mass milling for all the herbs, although the current profession UI implicates that: for all other herbs than Yseralline Seeds, you need to mill them manually after completing this quest. From that, there is a random chance to drop a separate quest for those.

I never get skill increases when using mass milling, only when doing it manually one stack at a time.

Description

A number of my previous students have been vocal in their displeasure regarding milling. They find the process "repetitive", "mindless", and even "painful". Have they no respect for the time-honored traditions of inscription?

I suppose you count yourself among their number. Am I right? Very well. You've been a fine student so far, so I suppose there's no harm.
