Finished the Quest and the pools stayed. Every other pool has given me an angry shark nice way to level up your artifact pole =D

Location: Just northwest of the nearest flight path at Shipwreck Cove, Highmountain.

The Wild Northern Barracuda School are spread around this area on the sea close to the shore (39.5,9.9).

Objective: Catch 10 x Wild Northern Barracuda

Reward: 30 - 40 (varies) x Black Barracuda

Notes:

Water walking ability is required for this fishing world quest. If you don't have an ability for yourself, then you can get a 10 minute duration Water Walking buff from the appropriately named Nacea Shorewalker who appears for the duration of the quest. She can be spotted as you enter the area from the flight path, next to a green coloured totem, on the shore (40.5,10.7).
A couple of hostile NPCs are found around this area. A number of Seascale Basilisk are around the area. Also a Sea Skrog slowly patrols along the shoreline. Both are fairly easily avoided with the water walking ability.
Like similar fishing world quest pools, these generally despawn once one Wild Northern Barracuda has been caught from it, though occasionally it remains for two catches then despawns.
Also like similar pools, they are numerous and respawn quickly.
Currently, once the quest auto-completes, the Wild Northern Barracuda School don't despawn for the player and they can continue to fish them which produces a 100% catch rate of 1 x Black Barracuda (occasionally 2). It is also possible to catch baits and lures associated with a Black Barracuda School, including Blood of Sargeras. This is most likely a bug that will get fixed (as it was for Into the Whirlpool). it is perhaps not the most efficient method to catch them due to the pools despawning after each catch and having to move, especially as the Underlight Angler trait Black Barracuda Angling doesn't proc for these pools.
Nacea Shorewalker continues to offer the Water Walking buff even after quest completion.
If you have an issue with receiving this quest, try relogging.
This is one of the fishing world quests that count towards the Fishing 'Round the Isles achievement.

Why am I getting black barracudas from these ponds? I can't do the WQ like this. >.>

Counts for Highmountain Tribes even though it doesn't award Highmountain Tribe rep.

If you have problems and don't get the quest while zoning in the area - get out of the area, use server hop and then zone in the area. Worked for me. This method worked as well for other WQ that i have had similar problems with.

WQ was not poping for me; relogging didn't work, but realm hopping did.

You need waterwalking to complete this quest. if your class does not have this, you can get it from the tauren NPC that is fishing nearby. Lasts ten minutes which is more than enough time.

2024 - still bugged and not able to finish it. As there are no players in legion anymore, serverhopping also does not work as a solution. Could only submit a bug ticket.

Still completely and utterly bugged. Fishing the pools gives only regular non-quest Barracuda. Tried the usual relogging, deleting cache, turning off addons (as if an addon can change what loot you get and people wouldn't be exploiting the hell out of it already) etc. No luck, world quest timer ran out, gotta wait another round for the achievement.
