This quest doesn't give you a way to directly get to Citrine Bay, so if you haven't explored Stormheim yet the fastest path is to jump off Dalaran, use a goblin glider to get you all the way to Stormheim and then water walk to Citrine bay. Remember to avoid the mobs if you land in Suramar.

If you don't already have a flight point to Stormheim, just look at your mission map next to Nikki the Gossip, and click on the 'Scouting Map' tab. You should have an option to choose Stormheim as your new scouting location, and will give you the zone intro quest.

Quickest flight path is Greywatch in Stormheim and then simply run down the hill and you are at Citrine Bay.

Yeah.... StormHEIM, not Stormwind... I'm an idiot... :)

TLDR: After getting the quest, talk to flight master in Dalaran and choose the dialogue option to fly to Stormheim.

I don't know at what point something changed, but I was already questing in Stormheim when I got this one and thought "oh ok I'll just hearth back to Stormheim". Then the quest indicated I had to go to Stonehoof Watch in Highmountain for "Flight to Citrine Bay taken". But there was nothing there to send me to Citrine Bay. Ok, I'll just fly to Tethys. Talked to him - nothing happened (in fact, he said that Tethys will meet me in Citrine Bay...). Went back to Dalaran, and the quest indicator was now on the flight master there. So you need to take the flight (dialogue option) from Dalaran flight master for the objective to complete and proceed with the quest.

Description

We need to find out how deep this goes. Why was Amber Kearnen being hunted by her own organization?

The encrypted letter she was carrying may hold the clues... but we need more information.

The SI:7 assassins you tailed in Dalaran mentioned Citrine Bay... search Citrine Bay for clues and we'll see about getting this letter decrypted.
