Khadgar is underground just in front of the Nighthold entrance.

I added a screen shot (pending approval) that shows the quest info window for this quest.
I found it interesting that Nighthold is not out yet, but the quest info window shows a map of the boss fight room and npc model view of guldan.

Was a bit buggy for me... No sign where to go, who to speak with after placing the Eye of Aman'thul. My inner instinct kicked in and headed to Shal'Aran. Go find Chief Telemancer Oculeth and he will give you Fate of the Nightborne

My advice:

Have someone to invite and make a raid so you wont get ported after 1min and unable to finish the quest... I learned the hard way

You can complete this quest even if you have killed Gul'dan for the week and are loot locked.

In case you were like me and didn't turn this in right after defeating Guldan you have to go back into the Raid, and go up to the top of the Nighthold again. Khadgar will be there, ignore the version of Khadgar that runs up the steps again right after you re-enter the raid.

First off you CAN complete this quest in LFR cause i have just done it on LFR.

Secondly go back to Shal'aran there you will receive Fate of the Nightborne#comments from Cheif Telemancer Oculeth.

There you will get a nice bit of RP then you hand in the quest and the mount is yours.

So this needs to be turned in after defeating Gul'Dan - or is there a way to complete it outside of Nighthold?

Did an LFR run and dropped without handing it in...

This quest is turned in to Khadgar inside the instance, when he appears after defeating Gul'dan.

If you killed Gul'dan on LFR and then left the instance without turning in the quest, you will have to requeue and kill him again.

On other difficulties, you can enter the cleared instance and go back to the platform where you defeated Gul'dan. Khadgar should be there along with the other NPCs who phase in after the fight.

You can do this quest in LFR.
Choose Betrayer's Rise in the Raid Finder tool.
Don't leave the instance right after the kill.

After Gul'Dan is defeated DO NOT LEAVE THE RAID GROUP, talk to Khadgar to accept the quest, and then talk to him again to actually teleport the eye back to Dalaran. I left the raid group after getting credit.

Yet another IDIOTIC jerk designed this quest to turn in inside the raid before you leave. WTF, they used to have quests that were auto turn-in when they completed inside a dungeon, the window would just come up. It's not this one only, but the one in Trial of Valor is the same way. What is up with these Dev's brains? I'd love to see numbers on how many people that hate to raid had to go re-join a raid just to turn the stupid quest in. Blizzard SERIOUSLY needs to get a clue about stupidness like this.

I just spent 45 minutes doing the raid without the quest because it wasn't in my Quest Log and I knew I had the prereqs.

Turned out I did accept it after finishing Insurrection and promptly dropped it (I'm not big on group quests) back in December.

Was able to pick it up from Khadgar again at the entrance to the Nighthold. Take your Sanctum of Order portal in Shal'Aran.

God I hate these quests that force you to be inside the raid to turn in. Leaving the group after the last boss comes so automatically you never realize to check if the quest finishes there. And no way to go back but to que again...

I'm really starting to believe Blizzard just likes to have their players suffer.

Even though there is an extra button called "Complete Quest" while standing in Shal'aran, you can't complete it.

So I got this quest and was so eager to race change to nightborne I logged off and changed. When I logged back in, I don't have the quest anymore. Checked with khadgar and first arcanist... No joy..

After doing this quest, go back to Shal'Aran to pick up quest for your long desired arcanist manasaber mount.

If, like me, you abandoned the quest and are having a hard time finding it. Go to the Raid instance portal under the Sanctum of Order and the version of Khadgar there should offer it.

After killing Gul'dan, despite waiting for all the npcs to spawn, he simply did not spawn, I looked for him inside the entire raid, no trace.
I log off, went to work, came back and there it was; worth noting that i tried hearthing to stormwind and going back to the raid, tried disabling addons, tried looking for him just outside the raid entrance; he was nowhere to be found. Sometimes you just have to wait for him, log off for a bit, do something else. I'm sure it's not supposed to be that way but this is my experience.

If you're like me and had this bad boy sitting around after patch, you can get it done crazy fast by talking to Archmage Timear and asking him to send you to the Betrayer's Rise! Gul'dan pretty easy to solo as a 120, even if your gear sucks.

I finally got around to doing this and finishing this quest line for the Manasaber mount. Soloing this in Heroic 25-man as a 120 with ok gear is easily doable. Then I ran into a common problem: Khadgar was not there to turn the quest into. The question mark shows up on the mini-map, he's just not there standing next to Illidian like he should be. I tried hearthing, then coming back in, but that didn't work. I tried refreshing my UI, and that didn't work. I saw comments that suggested abandoning the quest and re-doing it worked, but I really didn't want to do that.

In the end I hearthed and closed my game for the night. When I got on the next day, I went back into the Raid, went back up to where I killed Gul'dan, and thankfully Khadgar was there. I can only assume the daily server restart is what did it.

Quest is given by Kadghar, the one standing at the entrance to the Nighthold raid instance (Not by one in Dalaran or anywhere else).
Then you can return back to Dalaran and join LFR (NPC near to dalaran dungeon will give you option to join Betrayer's Rise LFR group)

As mentioned many times here. You will finish the quest by talking with Kadghar in raid instance right after you killed Guldan

So it bugged out for me every time I tried to complete it.

I queued for LFR, got the quest marked complete, but Khadgar instantly seemed to phase out after the cutscene, whether I watched or skipped, I tried multiple times same thing happened.

I was however able to complete it by killing guldan right next to khadgar, and spam clicking him to turn in and grab the new one before the cutscene played, which seemed to work and I had no more issues, he didn't despawn after the cutscene.

Just soloed the full Nighthold raid for the tailoring legendary quests. I received this quest from Khadgar right before entering the raid and another from Thalyssra...which apparently needs me to run this raid four times to get her some little crystal thingies for a bracelet or something... Anyway, after killing Guldan and the cutscene, I get my achievement for the raid and my loot. I notice a "?" indicating a quest turn-in, but nobody (Khadgar) is around. I hearth to Dalaran to get out of the raid, fly back and re-enter the raid to find everybody standing around. Except Khadgar. The "?" is still showing. I log out while still in the instance and log back in. Still no Khadgar.

So, what do I do? I open a ticket to tell Blizzard the raid quest is bugged. A couple hours pass and I get an automated response "We're sorry but we're overwhelmed with tickets regarding Shadowlands and we don't care about anything concerning old content. You will not be receiving a reply from a human and within 24 hours, this ticket will be automatically closed." What the f-ing F-? I don't care that you're overwhelmed and that it's Christmas. I'm in your f-ing ticket queue, get through the queue and answer my ticket! Has Blizzard heard of customer satisfaction?

Update:
Just after posting this, I logged back in and re-entered the Nighthold after sleeping on it and apparently a server reset. This time, as soon as I entered, Thalyssra et al. were there and raced me to the top of the stairs. I then ported to the top where everyone, including Khadgar was there. This time, I could turn the quest in, get ported back to Dal to place the fifth Pillar and get that achieve. Thanks to reading all of the other posts, I went back to Shal'Aran where Occuleth was waiting to talk to me. I now have my Arcanist's Manasaber !
