Speak to Angus Ballaster to start creating silver weapon.
First, take Battered Hand Cannon from salvage next to fence.
Place it onto the table left of Angus Ballaster.
Wait until Angus modified gun and turn in the quest.

It's important that you place the gun on the table. Don't speak to him before you place the gun, otherwise it bugs.

As other have commented, this quest is buggy (because it shards you at each step).
You don't have to relog though.
Simply abandon quest and pick it back up.
Be sure that you wait for each step to complete and as mentioned, don't talk to him until it's completed.

1. The Road to Corlain	Marshal Everit Reade - You need to travel to Watchman's Rise in Drustvar is on north.	Marshal Everit Reade
2. The First Watch	Marshal Everit Reade - You will raid tower :D go on top of it and kill Sister Adela.	Marshal Everit Reade
3. A Weather Eye	Marshal Everit Reade - Go speak with Inquisitor Notley He is on back of tower outside you will get from him Falconer's Whistle. Then Press on Winston to start scouting 3 places. Don't fly to low you can be killd.	Marshal Everit Reade

If you put the gun down and he teleports away without working on it, it means it's bugged. Working properly, he works on the gun a bit, picks it up, and the quest is completed.

I'm no tactical genius, but turning a limited resource into bullets seems... less than optimum.

Today is February 19, 2022 and this quest is still bugged, after all these years. Basically, you should do the following to make it work:

- Take the quest
- Talk to Angus Ballaster. He will lead you to the nearby weapon cache.
- Take the gun and put it on the table beside Angus. Then wait until he talks and modifies the gun. Do nothing meanwhile.
- Give in the quest.

If at any point it bugs, just abandon the quest and take it again.

Description

I don't know much about blacksmithing, but I'm pretty sure this won't be enough silver to outfit all of the Inquisitors. We will need to find another way to use this. Let us hope that Ballaster can come up with something... creative.
