The NPC for this quest is NOT the normal Collector Kojo <Tortollan Seekers Emissary>. There is a second 'clone' of Collector Kojo a little ways behind him towards the coast.

Unfortunately the order seem to randomize (my guess) every day so no way how to make this quest easier.

Here is a tip to help you with this game if you are having trouble: Both the Pirate Crab and the Robot icons peep out a little from the side of the shells...

And here is a strategy:

What you need to remember can actually be split into two parts:

1. Which shapes you have seen.
2. Where you saw them.

Often you will find yourself in the situation where you remember seeing a shape, but can't remember the location. This is because you are not following a pattern in uncovering the shells and are just doing it at random. This places a big burden on part 2.

The key is to uncover the shells in some sort of pattern, to reduce the burden on part 2.

The way I do it is this:

1. Uncover the first row of shells, L to R. Don't look for pairs, just remember the order. If you uncover a pair in the first row, then "borrow" shells from the next row. It can help to make a story, like The Robot kicked the Ball to the Crab" etc.
2. Then randomly uncover the other shells. Don't try to remember where you saw them. Just try to find an image that matches one of the images in the first row. If you do remember these locations count on it as a bonus.
3. Once all the first row is done, then move onto the next row. Repeat.

The basic strategy is always to have a core pattern of four different shells in your head. It doesn't really matter which pattern of 4 you remember, it can be a line, or a diagonal, or a T shape, or a cross. Use anything to help you remember the locations of those four. Start at the corners, if you like. Once one falls, add another to the 4.

This type of game, incidentally, is called a pelmanism. It was designed in the 19th century. From Wikipedia:

It was developed to expand "Mental Powers in every direction" and "remove those tendencies to indolence and inefficiency". The system promised to cure a range of problems such as forgetfulness, depression, phobia, procrastination, and "Lack of System"....It remains of interest as a self-help opportunity, but is seen by some as quirky and eccentric.

Oddly, if you have the wickerman disguise from the spooky totem at the horde revered bonus Drustvar outpost the map background will cover the shells and this game becomes nearly impossible. RIght click the buff off and everything is fine, reloading your ui and disabling addons does nothing.

The question is... which of Kojo's ancestors 'donated' their shells to this game?

If you have lots of addons covering the screen (like I do), then this game is much easier to do if you press "ALT + Z"
This will remove your UI - allowing you to see all 16 shells, much easier

You can sometimes tell what some of them are before you click on the shell to turn it over. Sometimes the "pirates" will rotate to the left and reveal themselves. Sometimes the "mechs" are sticking out slightly to the left of the shell and you can see them. If there are any "demons" on the top row the bottoms of the shells will show a little white.

Is it actually possible to fail this quest? As far as I can tell it gives you unlimited tries until you get all the matches.

As of patch 8.3.033169 Shell Game has added a distracting clashing sound after a non-matching pair is turned over. Designed to make it very hard to remember what you just saw. Too bad because this is a peaceable quest that is suited to kids and everyone else.

Strategy: Press the MUTE key on your computer.
