the way to geto it is non instanced Atal'Dazar from viled grotto fp for alliance.

It's not clear at first what you're meant to do here or how to reach the area!

If you've never been here (Both factions)

Begin at 49, 35, passing through the Temple of the Prophet archway and go up the small hill here. As you pass through a second archway into a plateau with several Kao-Tien Battlemasters, turn immediately right and go up the steps (you'll see Disciple of Zuls casting in a pyramid formation on your left as you climb the steps). There's 3 flights of steps and then you'll reach The Golden Road, a narrow pathway that bends its way up the mountain. You'll eventually come to a Pandarian style bridge with burning torches - Horde have a flight point here from Loz the Paku'ai.

Cross the bridge and the path bends back on itself up to the right. At 44, 37, there is a really well hidden dirt track that leads off to the right through some foliage. This is the Veiled Grotto, which Alliance players can capture after buying the Scouting Report: Veiled Grotto from Vindicator Jaelaana at Honored with the 7th Legion and completing the follower mission Shadowfang Plague and followup quests Mission Report: Veiled Grotto and Veiled Grotto, which will give them a quick flight point up here.

Atal'Dazar entrance

At the top, you'll reach the golden instance portal and summoning stone for Atal'Dazar. Turn to your right and follow the pale colored path up into the cliff, as it U-bends and goes under some trees into Atal'Dazar. It goes down into an open plan temple area where Hakbi the Risen will likely be standing. Take the steps on your left which descend down into the temple. Through the doorway next to Gonk, you'll go down a few more steps. Turn left and run straight along this walkway past Dazar'ai Honor Guards and a patrolling Dazar'ai Colossus. At the end is a really large gold archway at 41, 42 guarded by a Dazar'ai Colossus. Run up these steps, turn right and run up the 2nd flight of steps to reach the top of the temple, where you will fight Bilgewater Gold Mooks and Bilgewater Treasure Thiefs for the quest.

As alliance, skip this. It's a ridiculous run from the flight point. Much farther than you'd think from the map as it's a maze of windy trails and temple paths to get to the quest area.

So you climbed all the freakin' way up the mountain for a world quest and now you're staring, dumbfounded, at an instance portal. Before you rage-hearth, turn to the right and keep climbing the mountain. Follow the trail around to the non-instanced stuff lying behind the portal. Voila, world quest!

Not the easiest Q site to get to, but for those who don't use co-ords; From the main path out of Xibala (Old Merchants Road), take the 2nd turning that leads to Temple of the Prophet (do not go up the 1st option which is signposted). Pass through 2 arches onto a terrace where you will need to take out a couple of Mogu type warriors (if you're solo, make sure you have a decent - 300+ ilvl). Head up the steps directly to your right, kill another guard then just keep on following the path (Golden Road) right to the top till you reach Atal'Dazar dungeon portal. On your right is a dirt track leading up & over, take this then when you reach the temple head down to the Q site. The Goblin mobs you need to kill are not too stacked with HP & don't hit that hard (relatively speaking depending on your ilvl). Watch the flame gates on the stairs of the Q zone, it's easy to get caught if you're in a fight.

In more detail:

From the Veiled Grotto flight point exit on to the paved road (the Golden Road) and turn right (uphill).
At the gold gate to the instance Atal'Dazar, stop and turn right onto a dirt path. (See the screenshot by PanteraPolnocy.) Follow the dirt path and you'll soon see the temple.
until you reach a stone terrace that is part of the temple.
From the path, look across the temple and locate the large arched doorway with a flicker of flames. It's to the left of the highest stairs that lead to the King's Rest instance.
Mount up. You will be able to outride all the occasional trash (average is 47k).
From the terrace, turn left and ride down the stairs. You'll see a friendly elite raptor Gonk. You can click the chat bubble, but he doesn't give instructions.
Head down several flights of stairs on to the central terrace. Make your way to the archway with fire (40, 39).
The Bilgewater Treasure Thiefs are goblins. Dispatch them. (You can't pick up the antiquities.) Head up the staircase with the fire barriers.
The goblins have installed a transporter to move the loot.
