Soloed as 31st level Warrior, 2100 experience. Tough part was entering town hall - first two rooms were one guard each - last room I pulled 4 at once. Killed one, ran out of building. Healed up, and managed to get remaining three at once, then Magistrate and last councillor together. Not easy, but doable at 31. I couldn't have done it alone at 26. Or 28.

done this on lvl 29 but it was not easy i got 5 times or more killed so i recoment lvl 30 or 31 to do this quest

I still wonder how the heck this can be a lvl 26-quest. Inside the room with the proclamation and the registry are mobs up to and including lvl 30 (Burnside, which you are required to kill, is lvl 30!), and unless you do a very precise pull, you get them all (6+ mobs).

This quest should be marked as a group-quest imho.

Edit: And 20 minutes later, I soloed the quest as lvl 27 BM Hunter with lvl 26 boar pet >.<

I managed to do this solo as a level 25 rogue, but it wasn't easy. I died once and had to vanish 3 times in total, although Magistrate Burnside was much easier than expected, even though he was level 30.

This quest is absolute bullshit. It is completely impossible for it to be soloed at level 26. It *should* be a level 27+ or level 30 quest...

Just solo'd as a level 26 warrior.

Took a few corpse runs but I finally got the spawns to stagger enough that I could solo pull most of the room, until just the Magistrate was left.

Definitely WAY harder than it should have been for a level 26 - rated quest, though.

the walk back from the graveyard is long and annoying so save yourself some time: don't attempt this until you're 28+ or have a partner to do it with.

Like many quests this one got a whole lot easier in 2.3, the rooms before the main one now contain a single weak councilman each of which can be pulled without adds. The main room only contains burnside, 1 councilman and the clerk all of which can be pulled individually. Burnside is level 30 but he's pretty weak now. Easily soloed as a level 26 fire mage without even using polymorph.

Just soled this quest as a 23 hunter .
Run in kill the guards and then the mage .
pretty easy :)

Turned yellow for me at lvl 24, shadow spec priest

Killed the first 3 ok, worked my way to the House and cleared it ok just leaving the magistrate left, hes a lvl 30 and was RED for me.

i had a go at him but failed with him at 40% hp.Tried nuking him then tried mana burning him but his mana pool is too big and he resisted most of what i threw at him.

this quest is falsly labled and turns yellow too early.

Be warned to wait a while before attempting this.

Did it as a level 27 Hunter and it's quite easy. Magistrate Burnside was level 30 for me but wasn't much of a challange.
The proclamation is right infront of Magistrate Burnside on the banister.

Just soloed this as a 25 shadow/disc priest. 962 health 1972 mana. Hardest part is Magistrate Burnside. He is level 30 and was red for me. Dont bother with Mana Burn as he will resist it and he also resisted scream. I used 1 health pot but would have been better if I wouldve used a mana pot because I ran out of mana. Just keep pain on him and spam holy fire when you can. I ran around towards the end thinking I would die but his life was low and he ran away allowing me to wand him down. VERY CLOSE. But do-able with a little skill and a LOT of luck. lol

Just solo'd as a 25 Feral Druid with Barrens/Ghostland/WC gear.

At first I thought I wouldn't not be able to do it, because of him being level 30. But I decided to try it anyway. I killed the 4 Councilman, got Horrace out of the way, then I went after Burnside. I was in Cat from and tried to sneak up behind him but he spotted me so I Raked till 4CP, then ripped, and by that time he hit me with a firebolt so I went back out the doorway out of LoS. He came to me, I raked again to 4CP then Ripped, moved out of LoS, by this time he was down around 30% health. So I just started clawing, he got in another fireball, but he didn't last long after that.

It all went alot better than I first thought. LoS is a wonderful thing!

To get to him without being seene using stealth climb the banister and go behind him that way ^^

Solo'd it as a lvl 24 Fury Warrior, buffed up with a cheapo' stam scroll and some leftover stam pots from my Ghostlands questing days. :P
Just make sure you clear everything in the area before attempting Burnside, that's all.
And as some people have mentioned before, taking advantage of LOS makes a huge difference. :)

3) Run out of LoS when he casts any spell
4) Repeat steps 2-4
5) Profit!

Having already cleared this room previously as a 28 retribution Paladin, I know you can solo this quest easily with a little bit of advice. However, I'm going to tell you how :) I'm also going to try to provide some screenshots, since I see there currently are none.

By now, you should know your way to the Town Hall. However, just to make things clear you can easily find the main entrance to the farm here: 32, 50.
I personally suggest going around and behind the Blacksmith's building, to make things faster for you. I also like to clear every bit of possible adds on the way, just in case I need to make a break for it, or in case some crazy add decides to spawn on my head *cough* Citizen Wilkes.
Buff up with what you've got and clear your way to the entrance of the Town Hall. The entrance is located at: 30,42

Note: The two guards at the main entrance to the hall can be pulled in singles. Wait for the one on the right to pat down past the Councilman, if you time it properly you can get him all by himself. Then proceed to kill the Councilman, then the remaining guard. Keep an eye out for Mr. Wilkes and if it's clear, make your way inside to kill the first Councilman in the entrance. After you've had your fun with him, kill the second in the next room.

With each caster, I suggest pulling them in the previous room. As all these mobs are runners, it's so much safer than having them run into the main room of the Town Hall.

Now for the main room pull. If you're ranged, it makes things SO much better. Even if you've got a little dagger you can toss at them, use it. Position yourself just far enough in the room where you can reach the first mob in the room, the Councilman. Smack him, then run into the previous room. Now, you've gotten him out of the way. Do the same for Clerk Horrace Whitesteed. Once you've got him, Magistrate Burnside is all alone and awaiting his death :)

You will find the Hillsbrad Proclamation on the banister in front of the Magistrate's location and the Registry is in the back to the left.

Now, you're all done. Make your way back outside and watch for respawns (they like doing that here!).

this was bull&*!@. last time I entered the town hall with my rogue (24 at a time) to kill the clerk guy I had no problems at all, but now those councilmen were able to run for help and I was fighting two mobs at any given time (me being lvl 25), except the magistrate. Damn graveyard is so far away -_- ... But did it, shyeah!

I can see how this quest could be easy for most classes, but it was absolute hell for a lvl 25 Mage. I had to grind two more levels before he'd stop resisting every spell I threw at him.

Magistrate Burnside slain - lvl 30 but low health (cca 750 hp)
Hillsbrad Councilman slain (4) - They are coming around and in the house
Hillsbrad Town Registry destroyed, Hillsbrad Town Registry - If you kill Magistrate Burnside, you will find Hillsbrad Town Registry and Hillsbrad Town Registry near his body ( in same romm as Magistrate Burnside is located).

I did this Q with pala 25 lvl....easy .)

Solo'd as a 23 retributin paladin. First make sure you clear the whole room and have all your cooldowns avaible. Engage the Magistrate and use Hammer of Justice - Judgement of Light/Wisdom. Every time he tries to cast Nova Shell or the Pillar of Flame run away a few yards. When he tries to cast Fireball or Frostbolt just run in to the small room before and keep doing this until he is dead. I saved Mana Tap for late in the fight to regain mana, no need to silence him with this tactic. Good luck!

Just did this on 24 rogue-- don't let anyone tell you that you can't solo this. Stealth into the room with the councilman, the other guy and burnside. Sap the guy in the middle then go ambush and kill the councilman. Kill the other guy when he comes back. Burnside can see through stealth pretty well, I advise just sprinting up there as fast as you can and kicking him before he can cast. Keep 25 energy on hand at ALL times to kick him. Use evasion. Try for gouge-backstab, but if gouge misses, just build combo points with sinister strike. Having thistle tea on hand can very well be a life saver. Just keep the fight up this way, kicking him when he casts and trying to pull off a backstab. Potion up if you're dying and use that tea if you're in a pinch. He might be level 30, but he only has around 700 hp.

Solo'd as a Level 27 Blood Elf Mage, Frost spec.

I am decked out in twink gear though, so it was probably much easier for me then others.

Anyway, I took out the councilmen in other rooms, and then I went in and aggro'd the three people.

I put on Mana Shield and Fire Ward (It's a good friend here y'know), brought them to a corner, used frost nova (which luckily hit all of them).

Stepped back, Cone of Cold, and let the blizzards fly.

A tip for paladins. Use Hand of Reckoning to taunt Clerk Horrace Whitesteed and the council in the room. Run to the room before Magistrates room and kill them. Take a fast eat / drink and then go in and kill magister asap. ( Might work for other classes whit other spells)

Almost impossible as a level 25 frost mage, even with BoA gear. 4 out of every 5 spells you cast are resisted, and when they hit they only do about 50 damage. Even without his spells ripping pounds of flesh off you, you'll go OOM trying to kill him long before he's dead.

Very poorly designed, a level 23 quest should not have a level 30 mob on it's kill list unless they want to make it a group quest.

Edit: came back with 2 levels, totally annihilated him. Once you have Fire Ward and can land a Counterspell, it's very easy.

When I entered to the room, I noticed Magistrete Burnside was already tagged without him being in combat with anyone or having anyone else around there. Well, killing him didn't credit me the kill, so I had to wait few minutes untill he respawned and then I could get the credit as I was supposed to.

No idea if this was some mob specific bug or was I just having bad luck.

I just did it as a 23 hunter, but wth hunters are OP with their pets, keep mend pet up and then just take it 1 mob at a time

NOTE: Its just inside the mainhall building, big white fance around. the councilmen can be found before and inside the gates to this building so it shouldent be a problem. do note that most mobs are actually bunched up together so it can be quite hard when they at about 10% health starts to run away close to some of the other mobs!

I have a half twinked lvl 25 mage, and i got to Magister Burnside and died.
The quest for me was yellow as well, but i figured out how to kill him easily.
This goes for all mages under 30 wondering what to do.
-Cast Fire Ward
-Cast all buffs
-Heal mana up, when FireW is at 10 seconds, start hitting Magist.
-(if frost spec) Hit Icy Veins
-Frostbolt / main spell
-Fire Ward back up, Mana Shield when needed
-Frostbolt till death

It was that easy once i figured it out!
* My spell power was +43 at the time, so I was hitting him for about 60-100crit dmg on Frostbolt.

Just did this quest as a 24 cat focused feral druid. It was actually much easier than I had expected : P I cleared all the mobs in the house first then tried to get behind him and use Shred... this didn't work. He started attacking me and I sort of panicked xD But I used a very cowardly method to beat him down. When he started casting Fireball, which burned away 1/5 of my health, I ran into the room before you enter the hall itself. That got me some spare energy and I avoided taking 150 fire damage ; ) I used natures grasp and stomp for HoT'ing, but it wasn't really a problem. Could be a little tricky for non-healing cloth users, though they got some other stuff to use I'm sure : D

This quest was marked obsolete by Blizzard and cannot be obtained or completed.

Kill Magistrate Burnside and 4 Hillsbrad Councilmen. Destroy the Hillsbrad Proclamation. Steal the Hillsbrad Town Registry. Report back to Darthalia in Tarren Mill afterwards.

Description

The town of Hillsbrad is in disarray and we believe it will soon fall. We must, however, persist in our ruthlessness until the human scum are wiped from the foothills for eternity.

Destroy their revered political document as well, the Hillsbrad Proclamation. And while you're at it, steal the town registry.
