To pop this quest you need: Human lvl 50+ Exalted with Stormwind Reputation.
A Easy way to get exalted is buying Stormwind Tabard and spamming the Dungeon The Botanica located in Outland Burning Crusade.
You will spend around 30 minutes to get Exalted.

After get Stormwind Exalted with Human lvl 50+ go to Stormwind and /reload

You will not see both this one and An Urgent Matter. In this one, someone specific hands it to you. (Possibly you are a rogue, or exalted with Matthias' SI:7 somehow).

Matthias is to be met at a catwalk that runs along the backside of the throne room's building area, outdoors.

The next quest in line will be An Unlikely Informant.

This starts a questline for the Human Heritage armor - Lion's Heritage.

There are three color variants, Blue, White, and Scarlet. By 'default' you receive the Scarlet version. The other colors are available at your local Transmogrifier. (Yes, the Grand Expedition Yak carries all three colors.)

The quest chain consists of 16 quests. All of which are not difficult. The quests wander from Westfall, Stormwind, and Elwynn Forest.

(For Horde there is a similar chain for the Orc Heritage armor.)

Note: If you follow along the story line on Wowhead, you might want to stay close to this page on your second monitor. Wowhead didn't put the story line in quests 2-15. (You do have two monitors, don't you? Two monitors are now required by Wowhead Patch 4.0.25 Article 28 section C.)

Someone please help, I abandoned and I can't find it.

I found Mathias, but he is not giving quest. Trivial quests are on, but it's not there. The quest tracker shows I haven't done it. It's just disappeared.

This quest can also be picked up from Agent Render. He is leaning against a tree in front of the Stormwind Embassy, directly across from Chromie.

This version of the quest is NOT the one that pops up automatically for Human toons that are eligible.

If you want to complete this version instead, drop An Urgent Matter and head to Agent Render in Stormwind. (While in Stormwind, I dropped the 1st quest I was given, and the quest marker for this one immediately showed up on the map.)

Not sure if something changed today but I randomly got given the quest for this when I logged into the new DF zone

Don't enter the throne room. Quest is turned into NPC that's standing on the rampart BEHIND the building that contains the throne room.

In 10.01.0 there is no need to be exalted with Stormwind. I just logged my Human (who is not exalted with SW) and the quest popped :)

Hi ya'll !

I'm sharing how I got the questline back on track for myself. I have looked at all the comments and went everywhere to see how I could get my quest 'An Urgent Matter" or "An Unlikely Informant" or if I was missing something but it turned out that I have abandonned a quest in Burning Steppes, the 6th quest of the questline to be precise, even tho my profile on Wowhead showed that I didn't do "An Unlikely Informant".

So just look ahead in the questline like I did and it might help you get back on track and get your questline done.
Hope this helps someone.
