Dream Infusion is a currency to purchase Mounts and Battle Pets from vendor Elianna, unlocked account-wide by the "In Touch With Nature" perk when reaching Renown 5 with the Dream Wardens on your first character.

When we unlock that perk, we're supposed to do some tutorial quests for Elianna that'll teach about dream-infusing creatures. While doing them, we'll be rewarded with Rithro and get a Lesser Dream Infusion to infuse a dream into Rithro, and eventually get his manifested dream as a battle pet Snorr.

AFAIK there are only two ways to acquire Dream Infusions:

A free one from Dream Infused for reaching Renown 18 with the Dream Wardens (It says account-unlock, but I haven't been approached by Melsysra with the "Dream Infused" quest on other characters, but the quest also didn't get flagged complete for the whole account on my first character. And somehow it makes sense that players don't push one character to Renown 18 and then use an army of alts to grab free infusions to purchase everything.)
Complete activities in the Emerald Dream to gather enough Dream Energy for a Dream Infusion from Daily Dream Infusion (this starts before Renown 5, but you won't see the Pets & Mounts until one of your characters reaches that rank).

Initially, this energy was listed as The Currency Formerly Named Dream Ephemera in our currency tab, but now it is hidden. With the original name being ridiculous, I will just call it Dream Energy and go into detail about its acquisition here...

Because it is hidden in the currency tab and not mentioned in the chat log when gathered, the only way to learn about this resource is Elianna's Dream Infusion tutorial, unlocked account-wide by the "In Touch With Nature" perk when reaching Renown 5 with the Dream Wardens.
Even then the only way to see Dream Energy is an energy bar on Elianna that says "Complete activities in the dream to harness its energy!" but that isn't necessarily helpful when you have to visit the NPC in the Central Encampment of the Emerald Dream to see it. So I made a WeakAura to check it all the time:

The currency is capped at 7000, and whenever you gather enough Dream Energy to reach that (Renown 5 is not required to start collecting Dream Energy!), the Dream Infusion quest becomes available on Elianna, rewards 1x Dream Infusion, and resets your Dream Energy on completion.(This quest has a character-specific daily lock-out right now. When you gather enough energy to be capped again on the same day, you won't see this quest until the next day, and also get stuck on energy gains 'til then)
While I was collecting data, I saw numbers between 2 to 3500 Dream Energy for different activities, and with that 7000 cap, you want to avoid wasting bigger numbers when you are already capped or close to the cap.
I hope they will add a Dream Energy bar that we can see wherever we want (e.g. as reputation bar), and notify players (we have Melsysra doing that with Dream Infused for the free Dream Infusion at Renown 18, it would make total sense), when they are capped and Dream Infusion is available in the Base Encampment.
Dream Infusion is the actual currency to "purchase" Mounts and Battle Pets, but we are dream-infusing regular creatures, so we also need to prove that we own their standard versions (for mounts the game is checking our collection, but the battle pets we have to summon once, but not necessarily close to Elianna to unlock the "purchase".

2	"Kills"	On the PTR we got 2 Dream Energy when opening a Renewed Dream (we got tons of Slumbering Dream Fragment on killing creatures in the zone, especially during Emerald Frenzy), but for Retail, these fragment drops have been replaced by a chance to get the loot directly and therefore you'll see these 2 energy gains occurring extremely random.

I have exchanged my existing token for a mount since I supposedly can't get another one while holding on to it.
Dream Energy is at 100%.
The quest still won't pop.

If you already have a dream infusion and the quest is not appearing at 100%, purchase a mount and /reload. This is what worked for me.

Came here to say that, as of currently, if you use Threat Plates, you will not see the progression bar on Elianna unless you disable that addon.

Is this a 1 Dream Infusion a day reset? The exclamation point is BLUE when you try to claim your Dream Infusion implying this is a daily.

You do NOT have to be Renown 5 to turn the daily quest in to obtain a Dream Infusion. I downloaded the WA and turned it in once capped at Renown 2.

I believe you do have to be Renown 5 to purchase however. She did not have any vendor items listed for me at Renown 2.

Note the in-game bar showing dream energy rounds. Mine showed as 100% and I thought it must be bugged because I wasn't offered any quest, but an add-on revealed my energy was actually at 99.6%. Completing another activity brought it to 100% for real, and the quest exchanging the dream energy for a dream infusion appeared.

To buy a pet you need to actually summon the corresponding type of pet, not just have one in your collection.

Did I miss something or are there no more uses for this after getting all pets and mounts from the vendor? I know that people who only play 1 char will need a little longer to get all the things from that currency, but for many people who play multiple chars you'll get all the rewards very quickly (within 1-2 weeks after patch-release). They could at least have added the gear/mog that drops from superbloom to buy with this currency, so it's not getting useless shortly after the patch. Or anything else (crest-bags for examples...), just something useful.

You can track how much of the bar you filled with a macro:

Not sure if this is a bug or if I need to be certain renown. I am renown 12 or more on my main. Got several of the Dream Infusions on other of my alts. But for some reason on my pally, I do not the get blue quest for the dream infusion. I am at 100% on the dream energy bar and do not have any dream infusions in my bags. But she is not offering the blue quest as with my other toons. ?

So I had all the pets needed for infusion but couldn't buy most of them and I found out that I needed to summon the pets for each infusion to get the infusion pet unlocked.

Required Pets:
Dreamhoof: Ivy, Juniper, Leyhart, Mitzy, or Spruce
Dreamborne Scarab: Endmite, Paulie, or Rango.
Drowsey: Bashful, Brulee, Cobbleshell, Diamondshell, Roggy, Scarlapod, Thimblerig, or Tricky.
Memorie: Fol’ya Pup, Napps, or Snoozles.
Reverie: Mallard Duckling, Pilot, Plucky Duckling, Sergeant Quackers, or Wild Duckling.
Somnolet: Dustite, Sapnibbler, Seedle.

Does anyone know if the Dream Energy bar resets, or carry over to the next week?
I got some alts which I don't play that much, I'd gladly settle for an Dream infusion every second week on them if possible.

It's important to note that as soon as your bar fills up and the daily is available, you need to do it immediately because the points don't carry over. The points you would have earned out doing stuff will not be earned while the daily is available. I ignored the blue question mark and did 3 chapters of the story campaign and all the WQ, and didn't get credit for any of it because as soon as I turned in the daily, it reset to zero.
