This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head to the city barbershop. As soon as you enter the building, there's a bookcase on your right; the book spawns on this, tucked on-top of the books of the bottom shelf.
