This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Item: The Kaldorei and the Well of Eternity
Container: The Kaldorei and the Well of Eternity
Location: Go to the very central building in Dalaran and stand on the teleporter pad in the middle which will bring you down into The Portrait Room. Head forward until the room opens up, and then head to the left. Just past the first bench, there are two couches; the book spawns on the table between these.
